The Government’s decision to commence the offence of creating or requesting a non-consensual intimate image is a necessary and welcome step. It reflects the seriousness of the harm now being caused by AI-enabled sexual abuse and the urgency of the current situation, as has been seen with the media coverage surrounding Grok and other AI tools.
However, this harm was foreseeable, predicted, and repeatedly raised by Peers in Parliament. It is a consequence of regulatory and legislative delays, as well as the government's rejection of practical safeguards proposed well in advance.

Sophie Mortimer, Manager of the Revenge Porn Helpline, said:
“We are seeing an increase in cases where AI is being used to create sexualised images of people without their consent, including so-called ‘undressing’ images created from everyday photos online. These images may be synthetic, but the distress experienced by those targeted is very real. At present, many adults affected by this abuse are falling through critical gaps in the law, despite the Government announcing that action is being taken. Until robust enforcement is put in place, abuse like this will continue. Anyone affected should know they are not alone, and that through the Revenge Porn Helpline and StopNCII.org, we can support in getting images removed.”
