California voters rejected Proposition 45. The measure would have sped up environmental review and permitting for certain housing, water, energy, school, and transportation projects, with tighter CEQA deadlines than exist today.

No 55.7% (5,533,894). Yes 44.2% (4,396,414). About 76% of expected ballots counted. Eligible projects could have opted in: 365 business days to finish an EIR, one project alternative instead of several, and courts limited to pausing only the part of a project that failed review.

For LA developers and owners, today's CEQA timelines and challenge rules stay in place. A review fight can still halt an entire project. Housing near transit already has some CEQA exemptions. Prop 45 would have gone further for more essential projects. That did not pass.

California voters rejected Proposition 43. The measure would have raised the bar for voter-proposed local special taxes from a simple majority to two-thirds, starting January 1, 2027.

No 56.8% (5,669,139). Yes 43.1% (4,309,938). About 75% counted. A city, county, or special district already needs two-thirds for a special tax. Citizen initiatives have needed only a majority since a 2017 state Supreme Court ruling. Prop 43 would have closed that gap.

For LA owners, petition-driven special taxes earmarked for a specific purpose can still pass with 50% plus one. City-sponsored special taxes stay at two-thirds. The majority-vote initiative path that opened in 2017 remains open.
