Dr Jakkie Cilliers is often described as “an African Futurist” who has authored a couple of thought-provoking books including this latest one - Africa’s Road To Prosperity: 10 Things To Know. He looks at main factors that will shape Africa’s economic and political future. I like the introductory sentence “This is not a feel-good book.” Haha. I’ll be sitting down for a conversation with Dr Cilliers at an event organised by @issafrica and @HSF_Kenya this evening.

If you take a long-term view and have been following Kenya Pipeline Company (KPC) politics for a while, you will appreciate that the Dangote acquisition comes with huge unintended consequences for the power brokers and greedy elites within President Ruto’s administration. The historical capture of this critical utility’s governance by a tribal cabal will no longer be sustainable. In 2013, UhuRuto ordered an ethnic audit of KPC’s workforce, revealing massive tribal imbalances that persist to this day. Indeed, the capture of KPC’s governance by greedy elites is what produced the Triton scandal. In recent times, the new frontier of corruption at KPC has been the payment of billions in irregular and inflated contractor claims. KPC has proven extremely vulnerable to the exploits of well-connected settlement entrepreneurs. However, with Uganda and Dangote investing heavily in the company and occupying board seats, the influence of the tribal cabal that has dominated KPC’s affairs for decades will start to dissipate. Ugandan negotiators moved assertively. They sought—and secured—corporate governance protections, including board representation and veto rights over specified key decisions, tariff rebates, and preferential dividend arrangements. Did Kenya give away too much? Kenya’s negotiators calculated that as long as the State retained the single largest shareholding, preserved board dominance, and embedded safeguards to prevent any single bloc from dislodging Nairobi’s primacy, limited concessions were manageable. With the entry of Dangote, Kenya has opened access to capital without surrendering sovereign control. By embedding themselves within the ownership structure, the two block investors reduce information asymmetry, gain visibility into cost structures and investment plans, and guarantee a voice—however limited—in governance. There is yet another powerful player whose tactics are bound to influence KPC’s governance landscape: the hugely influential global player, Vitol. In Africa, Vitol has been an active player for decades, regularly lifting crude oil and supplying petroleum products, including LPG, across numerous countries, including Kenya. Its subsidiary, Vitol Tank Terminal International BV, is one of the world's largest tank terminal companies. How does Vitol matter, and how does it enter the KPC governance equation? First, the money UNOC used to pay for its stake in KPC came partly from a loan from Vitol Bahrain. Second, Vitol Bahrain has been Uganda's sole petroleum importer since July 2024. It extended a $2 billion facility to UNOC, $1.2 billion of which is designated for UNOC-led projects, including the KPC stake and Mombasa storage acquisitions. Third, Vitol markets Uganda's crude and signed agreements with UNOC and TPDC on the Tanga Regional Energy Hub. While Dangote moved his planned refinery from Tanga to Lamu, Vitol is now anchored in the Tanga hub. The competition is now between two regional hub concepts, each vying for Ugandan crude and regional product markets—with Uganda reportedly undecided on joining Dangote's refinery. Most importantly, Vitol commands massive soft power through Mr. Abu Mukasa, a well-placed NRM insider with close links to President Museveni himself. On October 24, 2025, Museveni—through the PPU—issued a public press statement applauding Mukasa as the intermediary credited with bringing Vitol to Uganda. Clearly, Vito;l will be exercising soft power at KPC.

#France has reported the first documented case of a human infection with #Shamonda virus, a virus only previously detected in animals. The patient was immunocompromised, which made them more vulnerable to infection and severe disease, and unfortunately died. My heartfelt condolences to their loved ones. Shamonda virus primarily affects animals such as cattle, sheep, goats and horses. The virus is thought to spread between animals by the bites of a midge, which is a small fly-like insect. Further studies are needed to fully understand transmission. The French patient was in an area where the Shamonda virus was circulating in animals and where Culicoides midges were also present. @WHO is in contact with French authorities who are collecting information to better understand the source of infection in the first human patient, possible routes of transmission and any potential risk to public health.
