Volatility isn't the problem. The lack of flexibility is.
That was the message from our Secretary General Kristian Ruby at the BNEF Summit in London yesterday, on the panel "The Future of Flexibility: Business Models and Opportunities for Grid Operators" with Devrim Celal (Kraken Technologies), Cathy McClay FREng (National Grid) and Wenjing Xiao (Schneider Electric), moderated by Ryan Fisher.
Wind and solar now produce a record 30% of EU electricity. But Europe has only about 64 GW of storage next to more than 600 GW of wind and solar. The system can't absorb the midday surplus, and it's exposed at the evening peak.
Three takeaways:
- Flexibility is a solution across the value chain. Generators get fewer negative-price hours and stronger business cases. Grid operators could save €4bn a year by using flexibility from existing assets. Consumers get lower peaks and lower bills. Every player needs a business case.
- Good, stable market design delivers value. Well-designed markets reward consumers and storage, let aggregators and retailers innovate, and support network operators. Interventions distort price signals and erode the benefits.
- Not a silver bullet, but a critical enabler. Flexibility solves many local and short-term challenges but it must also complement investment in grids, generation and electrification.
What policymakers should do now:
1. Implement the Electricity Market Design reform. Only 16 Member States have published their flexibility needs assessments, and national targets are due by January 2027.
2. Deliver an EU Energy Storage Strategy. We need around 190 GW of storage by 2030, which means more than 25 GW a year.
3. Adopt the Network Code on Demand Response. It has been on the Commission's desk since March 2025. Without it, flexibility stays stuck in pilots.
Thank you BloombergNEF for a timely discussion.

Every new gigawatt of AI computing capacity is another gigawatt of demand on Europe’s power system.
The European Commission expects data centres’ electricity consumption to rise from 99 TWh in 2025 to as much as 408 TWh by 2036.
That is the energy reality behind the 𝗖𝗹𝗼𝘂𝗱 𝗮𝗻𝗱 𝗔𝗜 𝗗𝗲𝘃𝗲𝗹𝗼𝗽𝗺𝗲𝗻𝘁 𝗔𝗰𝘁, and the case Eurelectric Secretary General Kristian Ruby made at last week’s hearing in the European Parliament.
Europe’s digital sovereignty will run on European electricity. The power sector shares the legitimate concern about dependence on a handful of non-European providers for services underpinning critical infrastructure. The question is how to address it while keeping Europe’s energy system secure and resilient.
The Act is an opportunity to get this right. Policymakers should focus on three priorities:
𝗣𝗼𝘄𝗲𝗿 𝗳𝗶𝗿𝘀𝘁. AI acceleration zones must be located where the grid can support them. Grid operators need to be involved from the start, and data centres should be treated as large, potentially flexible consumers — with connections based on readiness and system value.
𝗦𝗲𝗰𝘂𝗿𝗶𝘁𝘆 𝗯𝘆 𝗱𝗲𝘀𝗶𝗴𝗻. Europe’s electricity networks already rely on cloud-based tools for forecasting, maintenance and grid operations. Security requirements must reflect the risks of specific activities and recognise proven technical safeguards. A rushed migration to services that are not yet available at scale could undermine the resilience we want to protect.
𝗣𝗿𝗲𝗱𝗶𝗰𝘁𝗮𝗯𝗹𝗲 𝗿𝘂𝗹𝗲𝘀. Critical infrastructure needs robust protection, but new obligations must be proportionate, implementable and aligned with the long lifecycles of energy assets. Transitions must strengthen security without compromising operational continuity or unnecessarily increasing costs for consumers.
Europe needs both a competitive AI ecosystem and a secure, resilient electricity system. These goals must advance together.
Thank you to MEP Nicola Zingaretti for bringing the energy sector into this important discussion. Europe’s AI ambitions depend on the power system behind them.

Europe is producing more clean electricity. Now it needs to get better at using it. eurelectric.org/publications…
As solar and wind grow, the power system needs more flexibility to balance supply and demand.
The #PowerBarometer2026 shows what this can look like in practice: eurelectric.org/publications…
🔋 In Bulgaria, 5.4 GW of batteries helped reduce the gap between its wholesale electricity prices and the EU average, while helping shift solar generation towards periods of higher evening demand.
⚡ In Finland, electric boilers linked to district heating respond to electricity prices, increasing demand when prices are low and reducing it when prices rise.
But Europe still has a significant storage gap.
Utility scale storage stood at 64 GW in 2025. Even with 78 GW of expected additions, Europe remains well below the 200 GW target for 2030.
The policy response should be just as clear:
- Make storage permitting faster and more predictable
- Remove barriers to flexibility on both supply and demand
- Accelerate grid investment and connections
- Let markets reward flexibility
Flexibility is a critical capability for Europe’s clean power system.
Europe’s electricity market is evolving. Are we bringing stakeholders with us?
Read our response to the European Commission’s evaluation of ACER here: lnkd.in/e2aVrz7r
Last week, we joined regulators, transmission system operators and market participants at the ACER conference on the future of electricity markets.
One message came through clearly: Europe’s integrated electricity market is a success story, but the next phase of market development will require closer cooperation between policymakers and stakeholders.
Key discussions focused on:
• Strengthening stakeholder involvement earlier in policy development
• Improving transparency and market access in balancing markets
• Addressing growing congestion and remedial action costs more effectively
• Preserving the strengths of the day-ahead market while tackling remaining challenges in intraday trading
As Europe’s power system becomes more electrified, flexible and interconnected, market design must evolve alongside it while remaining grounded in operational realities.
Thank you to EU Agency for the Cooperation of Energy Regulators (ACER) for hosting an open and constructive discussion. We look forward to continuing the conversation on the future of Europe's electricity markets.
Every new headline about Trump, Russia or global oil trade should remind Europe of one thing: energy dependence comes at a cost. Watch the keynote: youtube.com/watch?v=SnXQWCv4…
For decades, Europe built its economy on imported fossil fuels. Today, geopolitical tensions and high energy costs are exposing the limits of that model.
But every crisis creates an opening.
In his Power Summit 2026 keynote, @KingsmillBond, energy strategist at @ember_energy, argues that Europe already has the tools to strengthen competitiveness, improve energy security and accelerate industrial renewal through electrification.
His message is clear: the challenge is serious, but the solutions are already within reach.
Key takeaways:
- Lower electricity prices must become a strategic priority through faster permitting, digitalisation and smarter electricity systems.
- Scale what already works. Electric vehicles, heat pumps and proven industrial electrification technologies can help Europe move beyond its current 23% electrification rate.
- Learn from Europe's leaders. Countries such as Norway, Finland, Denmark and Sweden demonstrate the economic benefits of higher electrification.
- Focus on technologies with a proven track record and deploy them at speed.
- Build a new European story: affordable energy, greater security, industrial jobs and long-term prosperity powered by electro-technologies.
The choice is simple. Continue with dependence and stagnation, or use this moment to build a more secure, competitive and resilient Europe.

What does it take to protect Europe's power system in an age of AI-driven cyber threats?
Eurelectric's @kristianruby discusses threats and solutions in a new podcast episode. Listen here: spglobal.com/energy/en/news-…
Europe's energy security landscape is becoming more complex. Cyber attacks are rising, physical threats to critical infrastructure persist, and artificial intelligence is changing the way both utilities and attackers operate.
In the latest episode, host @camillanaschert asks Eurelectric Secretary General Kristian Ruby how the electricity sector can respond to this evolving threat environment.
Key takeaways:
- The challenge is not only the growing number of threats, but their increasing scope and sophistication.
- Utilities need a stronger security culture. After decades of relative stability, security must become a core strategic priority across the sector.
- AI is both an opportunity and a risk. The focus should be on using it responsibly to improve system resilience while preparing for more advanced, AI-enabled attacks.
Listen now for a timely discussion on resilience, security and the future of Europe's power system.
What does it take to keep electricity flowing when storms, cyber threats and extreme weather strike?
Our latest Grids for Speed Hub brought together industry experts to share practical lessons on grid resilience. Learn more: lnkd.in/dyJsed7N
Last week, Eurelectric’s Grids for Speed Hub gathered distribution system operators and technology companies in Brussels and online to exchange practical lessons on keeping electricity flowing through crises.
From Finland’s preparedness planning and cyber defence exercises to Ireland’s Storm Éowyn response and Greece’s experience of extreme weather, the discussions explored how to prepare, respond and restore supply.
Three priorities emerged:
· Practise crisis response. Regular training, clear responsibilities, backup capabilities and coordination with authorities help teams act effectively under pressure.
· Adapt investment to local risks. Stronger assets, targeted undergrounding, vegetation management and better network visibility all have a role in improving resilience.
· Equip people for proactive operations. AI can strengthen analysis and planning, but reliable data, staff engagement and clear human oversight are essential.
Our live member polls reinforced the importance of training and awareness, resilient infrastructure and clear boundaries for AI-supported decisions.

Europe’s power system weathered 2026’s energy shocks. Now it’s time to power-proof our economy.
Today in Brussels, we launched Power Barometer 2026: eurelectric.org/publications…
The data shows Europe's power system is becoming more resilient to fossil-fuel shocks: between February and August, gas prices surged 88.4%, while electricity prices rose just 22.8%.
“2026 has seen severe disruption of global energy markets, once again exposing the risks of reliance on imported fossil fuels. Amidst the turmoil, we're seeing real proof that Europe’s bet on clean electricity is paying off.”
- Kristian Ruby, Secretary General, Eurelectric.
Our priorities are clear:
📈 Let markets deliver: preserve efficient price signals, encourage flexibility in demand and supply, and avoid interventions that distort prices and discourage investment.
⚡ Build the grids: facilitate permitting, enable anticipatory investment and cost-effective measures, and ensure pragmatic solutions on tariff design.
🔌 Electrify demand: support electrification through dedicated KPIs and enabling policies, stop the tax penalty on power versus gas, and support industrial electrification with new funding tools.
🎯 2040: back the GHG target with a meaningful ETS/ETS2, keep climate action cost-efficient to protect competitiveness, and give investors the predictability needed to invest in decarbonised technologies.
This is how Europe can turn clean electricity into energy security, industrial competitiveness and a more resilient economy.
