The craziest part about the late arrival of Saami isnt that they arrived after Indo Euroepans, but that pre-Uralic, pre-IndoEuropean languages seemingly still existed up until shockingly recently (<1500 years ago) Their Saami loans are well dated by sound shifts and rune stones

That claim is still true if ancient means that they’ve been in Europe longer than Indo European. Saami is a relative late comer and Indo European was spoken in Scandinavia for around 1000 years before Saami and its relatives arrived. Basque almost surely is pre-IndoEuropean
