Another day ends in tragedy for children in #Ukraine, killed and injured by Russian strikes, including a daylight attack on a park full of families. Civilians are #NotATarget. There must be #accountability. #IHL
Several children were killed and injured in Ukraine yesterday. In Nova Vodolaha in the Kharkiv region, a drone launched by Russian armed forces struck a park, killing 6 civilians, including 2 girls, and injuring 15, including 7 children, according to Ukrainian authorities. The strike occurred in the afternoon when the park was full of families. The previous night in Irpin, Kyiv region, Ukrainian authorities said a Russian attack killed a mother of two children and injured 21 people, including 8 children. We verified that from July to September 2026 conflict-related violence in Ukraine killed at least 52 children and injured 407. This was the highest number of children killed in any three-month period since late 2022. Read more in our updates on civilian harm in Ukraine: ukraine.ohchr.org/en/reports…

Russia’s war against Ukraine continues to destroy healthcare facilities across the country, putting patients and medical staff at risk. As of 1 October 2026, 2,698 facilities across 849 healthcare institutions have been confirmed damaged or destroyed. From frontline communities to regions far from the fighting, people are losing access to essential medical care. Hospitals are places where lives should be saved, not put at risk by Russian attacks.

NEW: Russian forces claim to have evacuated over 4,000 Ukrainian civilians from frontline settlements in Donetsk Oblast, highlighting how wartime population displacement may facilitate Russia’s administrative and political integration of occupied populations in ways that raise concerns under international law. Other Key Takeaways: The Russian Ministry of Education announced its intent to launch a state-controlled television service in schools in occupied Ukraine in 2027. The Russian occupation leadership of the Zaporizhzhia Nuclear Power Plant (ZNPP) is conducting outreach with children as young as kindergarten-aged in order to promote service in the Russian nuclear industry. The Mariupol occupation administration’s housing seizure and redistribution policy continues to disenfranchise Ukrainian residents. The Russian information space appears to have coalesced around a single narrative line intended to deflect from Russia’s responsibility for the ongoing humanitarian crisis in the occupied Oleshky area. Russia’s new three-year federal budget contains continued funding provisions for the occupation of Ukraine, signaling an overall shift in focus towards long-term occupation and integration projects.

Dreadful situation in #Oleshky. An op-ed by ACA partner, @GRC_HumanRights, examines Russia’s systematic use of starvation against civilians in the occupied town & the international humanitarian law violations arising from 🇷🇺 blockade. Read the op-ed: kyivindependent.com/russias-…
Russian occupation policies have contributed to a sharp decline in an already-challenging humanitarian situation in the Oleshky area since December 2025. Oleshky’s location directly on the Dnipro River frontline has exposed its residents to constant drone and artillery strikes, and the co-placement of Russian military personnel and equipment with civilian infrastructure has undoubtedly complicated Ukrainian strike operations against military targets on the left bank. The Russian occupation administration has continuously refused to take steps to ensure the safety or wellbeing of residents in the face of these military threats, however, and stopped the delivery of food and other critical supplies into Oleshky in late December 2025 by citing the threat of Ukrainian drone strikes. Residents reported hunting for food and noted that there were cases of deaths due to starvation, freezing, or lack of medical care as of March 2026. Ukrainian sources reported that Oleshky’s occupation leadership fled the town for Skadovsk (south of Oleshky, deeper in the rear of occupied Kherson Oblast) in March, abandoning and isolating local residents. The roads out of Oleshky have become so dangerous due to drone and artillery strikes and unexploded mines, including ordnance that Russian forces reportedly retroactively laid to enforce the effective blockade of the area, that egress from the town is effectively impossible. Up to three to four thousand civilians, including children, remain within Oleshky itself as of September 2026. UN and Ukrainian estimates place the population of the wider area around Oleshky and Hola Prystan at 6,000.

There must be #accountability for #AtrocityCrimes committed in the context of Russia's full-scale invasion of #Ukraine. ACA stands with 🇺🇦 ⚖️
Important message from President of the European Court of Human Rights Mattias Guyomar at #PACE today: ensuring Russia’s accountability remains a top priority of the Court. Five inter-State cases against Russia and around 5,700 individual applications, the vast majority linked to Russia’s war against Ukraine, remain before the Court. Just last week, the Court also held a public hearing in the case concerning Ukrainian children. The President was unequivocal: “All this crucial work on ensuring Russia’s accountability will continue.” The European human rights system remains an essential pillar of accountability, justice and protection for the victims of Russia’s aggression against Ukraine.
