Amhara Fano National Movement Condemns Genocidal Massacres in Arsi, Wollega and Other Parts of Ethiopia: An Urgent Call for International Action
The Amhara Fano National Movement (AFNM) strongly condemns recent genocidal massacres and acts of violence which has claimed hundreds of lives and displaced thousands in Arsi, Wollega and other parts of Ethiopia. AFNM extends its deepest condolences to families of victims and to communities mourning the tragic loss of loved ones. AFNM calls for immediate protection of vulnerable communities, credible independent investigations and urgent humanitarian relief.
AFNM has received the following information of relevant incidents involving genocidal violence against Amhara civilians and followers of the Orthodox Christian faith in Arsi and Wollega since October 20:
Over 60 killed in two attacks in Arsi: 14 in Merti district on October 20 and 46 in Sherka district on October 24. Gunmen surrounded families in their homes, opened fire, and burned houses to the ground. More than 20 people remain hospitalized with serious injuries.
More than 300 killed in East Wollega and Horo Guduru Wollega since October 21; more than 40 killed in Abe Dengoro district on October 26 alone, many with machetes and knives. Survivor accounts indicate that women, children, and older persons were among the victims. Beyond the civilian toll, over 13 villages and three churches burned down, and more than 160,000 residents displaced from Gida Ayana since August.
These incidents are not isolated and represent a pattern of state-sponsored violence with involvement from political and military officials at the federal and regional levels. For example, in Arsi, security forces stationed nearby refused to intervene while families were being killed. In the aftermath, authorities offered no condemnation, and no arrests were made. In Wollega, the violence was perpetrated directly by federal and Oromia regional security forces alongside militias, backed by sophisticated weaponry. In the majority of incidents, communications services were shut off during and after the attacks.
AFNM calls upon the international community to move beyond expressions of concern and adopt concrete measures in response to reported mass killings and other grave human rights violations. Continued international inaction risks undermining the principles of human dignity, civilian protection, and accountability.
AFNM therefore call upon:
1. The United Nations and the African Union to give the situation in Arsi and Wollega urgent attention, support independent investigations, and take appropriate measures to protect civilians and prevent further atrocities.
2. International and regional human rights institutions to document reported violations, preserve evidence, and pursue appropriate legal proceedings through competent national or international mechanisms, where the applicable legal requirements are met.
3. Relevant international and regional bodies to consider targeted sanctions and other appropriate measures against individuals and entities credibly implicated in serious human rights violations, in accordance with applicable legal frameworks and due process.
4. Humanitarian organizations and international partners to support affected communities by facilitating access to emergency medical care, food, shelter, psychosocial support, and other essential humanitarian assistance.
The international community must not allow repeated atrocities against civilians to become normalized. The protection of innocent lives must take precedence over political considerations, and credible allegations of mass atrocities must receive a timely, impartial, and effective response.

Urgent Call for International Action regarding Indiscriminate Aerial Attacks in Ethiopia
STATEMENT FROM THE AMHARA FANO
NATIONAL MOVEMENT (AFNM)
Regarding the Massacre Perpetrated by the Prosperity Regime Against Innocent Amharas
October 22, 2026 (Tikimt 12, 2019 E.C.)
The Prosperity regime, which has launched an all-out war against the Amhara people, continues its targeted attacks against civilians. As part of this unrelenting genocidal campaign, over the past few days alone, it has executed brutal and large-scale drone and heavy artillery strikes targeting innocent Amharas across East Welega, Shewa, Gondar, and Gojjam.
1. East Welega Zone
In the massacres that recently intensified in Gida Ayana Woreda:
• The small towns of Fendeka, Andode, Menderr 3, Menderr 22, Bechbech Giorgis, and Meleketa have been completely burned down.
• Over 65,000 innocent Amharas who survived the attacks are currently suffering in the surrounding forests.
As part of the ongoing anti-Amhara campaign by the Prosperity regime in Gida Ayana Woreda:
• In Ali Town, heavy artillery shelled residential areas, completely burning down homes, including elderly residents and sick individuals who were unable to flee.
• In Kiremu Woreda (Wodesa Dima Kebele), targeted killings, looting, and forced displacements were carried out against innocent Amharas, including a 76-year-old elderly person. Following this attack, the population of the kebele fled into the forest.
2. South Gondar Zone
• October 20, 2026 (Tikimt 10, 2019 E.C.) at 10:00 AM: A drone strike targeted Sana 1st Primary School in Sana Town, Dera Woreda, resulting in the massacre of over 15 young students who were attending classes. Mr. Eshete Kebede, a 60-year-old school security guard, was severely injured.
• On the same day at 11:40 AM: A drone strike was launched against the Town Administration Office in Welesh Town, Anda Bet Woreda, destroying local shops. A young man named Abera Kinde and Mrs. Ahtenat Derb sustained minor injuries.
3. East Gojjam Zone
• October 21, 2026 (Tikimt 11, 2019 E.C.): A drone strike targeted innocent civilians sitting at a tea shop in Shai Bet, Baso Liben Woreda. Civilians Agumas Semachew, Abney, Yidnek Mengiste, Kume Amera, and Kebad Menberu were killed. Aweke Getachew and Derb Lake suffered severe physical injuries.
4. South Wollo Zone
• October 20, 2026 (Tikimt 10, 2019 E.C.): A horrific drone attack was carried out against unarmed civilians in Saint Densa Woreda.
Deceased victims include:
• Andualem Getachew (Amhara Bank guard)
• Deresse Mengiste (Abyssinia Bank guard)
• Kalkidan Fisseha (a student who completed 12th grade this year)
• Weinshet Lantenaw (a secondary school student)
Severely injured victims include:
• Demisew Nigussie and Zeleke Haile (Amhara Bank guards)
• Eyasu Alemu (a vehicular assistant/assistant driver)
• Saba Ambachew (a peaceful resident)
• Essubalew Nigus (an 8-year-old child)
• Hana Bekele (Abyssinia Bank guard)
• Sintayehu (a self-employed mother)
Additionally, more than 10 innocent individuals whose names have not yet been identified became victims of the attack.
5. Shewa Province and Awi Zone
• October 21, 2026 (Tikimt 11, 2019 E.C.): In Fura and Sichat kebeles of Bulga Awraja (Shewa Province), strikes executed using drones, rockets, BM rocket launchers, mortars, and ZU-23 anti-aircraft guns resulted in the deaths of 4 people—including a 3-year-old child named Mita Endale—while 5 individuals were severely injured, and over 10 suffered minor injuries.
• October 20, 2026 (Tikimt 10, 2019 E.C.): In Fagta Lakoma (Fagta Dmama), Awi Zone, jet bombardment targeting civilian residential areas destroyed numerous villages and killed 10 head of livestock belonging to farmers.
Statement from the AFNM
These attacks—stretching from schools to banks, tea shops to private residences—represent the final fascist destruction campaign aimed at the genocide of the Amhara people. The regime is massacring innocent civilians on the ground using tanks and artillery, and from the sky using drones.
1/2
Therefore:
1. To the International Community, the EU, the UN, and Human Rights Organizations: We call upon an independent body to investigate the drone warfare being waged against civilian populations.
2. To Human Rights Organizations and Relief Agencies: We urge you to provide the necessary humanitarian assistance to the civilians displaced from their homes and properties due to the regime's attacks.
3. To all Ethiopians and the Amhara People: Since this regime is a terror state that will not hesitate to turn our country into a hellish crisis zone through war, we call upon everyone to engage in a comprehensive struggle to remove the Prosperity regime, allow us to breathe the air of peace, and save our country from total destruction.

Statement issued by the Alliance for Survival on the @_AfricanUnion’s Press Release
The Alliance for Survival has read the African Union’s recent press release with deep concern. By portraying the formation of the Ethiopian Peoples’ Forces Alliance for Survival as a threat to peace and stability, the AU overlooks the profound crisis facing Ethiopia and the reasons the Alliance was formed.
Across the country, armed conflict, displacement, economic hardship, and political exclusion have inflicted immense suffering. The conflicts in Amhara, Oromia, Tigray, and other parts of Ethiopia cannot be viewed in isolation. Together, they reflect a national crisis that threatens the lives of civilians, the integrity of state institutions, and Ethiopia’s future. We are concerned that the AU has not responded to this crisis with the urgency and sustained engagement it requires.
The Alliance for Survival seeks to bring together Ethiopians committed to ending violence and preventing further national fragmentation. Its objectives include establishing an inclusive transitional government, facilitating a participatory national and constitutional dialogue, protecting civilians, and creating the conditions for a credible and sustainable political settlement. We believe that a lasting path to peace must meaningfully address the grievances, concerns, and aspirations of communities across Ethiopia.
We respectfully urge the African Union to reconsider its characterization of the Alliance and engage with its stated objectives. The AU should use its influence to help end attacks on civilians, support humanitarian access, and advance an inclusive, nationally owned process for resolving Ethiopia’s conflicts. Ethiopia’s people need a response equal to the scale and urgency of the crisis they face.

Official Statement on the Occasion of the International Day of Peace
Issued by: The Department of Foreign Affairs, Amhara Fano National Movement (AFNM)
To: The United Nations Secretary-General, Member States, and the International Community
Introduction
On this International Day of Peace, a day dedicated to strengthening the ideals of peace both within and among all nations and peoples, the Amhara Fano National Movement (AFNM) addresses the global community with a heavy heart but an unyielding resolve. While the world celebrates this day under the banner of global harmony, millions of Ethiopians, particularly in the Amhara region, are systematically denied the most fundamental human right: the right to life, safety, and peace. What makes the observance of this year’s International Day of Peace particularly significant is that it comes at a time when organizations in Ethiopia that seek peace, justice, and freedom have come together to establish a joint organization under the principle of “The Ethiopian People’s Forces Alliance for Survival.”
This cooperation brings together organizations committed to safeguarding the comprehensive security and well-being of their respective peoples and to confronting what they regard as the anti-peace and anti-people policies and actions of the Prosperity Party regime in Ethiopia and the wider Horn of Africa.
The formation of this organization represents a collective commitment to cooperation, unity, peace, justice, freedom, and the protection of the fundamental rights and security of the Ethiopian people.
The Regime’s Sole Responsibility for the Absence of Peace
True peace cannot exist in the absence of justice, equality, and the rule of law. The current ruling genocidal regime in Ethiopia bears sole and direct responsibility for the catastrophic collapse of peace across the nation. Instead of fostering national unity, the regime has consistently weaponized state apparatuses to instigate violence, orchestrate massacres, and execute drone strikes against innocent civilians. The state-sponsored instability has turned Ethiopia into a zone of perpetual conflict, entirely due to the regime's tyranny and refusal to embrace peaceful, democratic transitions.
Amplifying the Voices of the Victims
The United Nations was founded on the ashes of global devastation to ensure that humanity never again suffers from unchecked atrocities. In alignment with the UN's founding principles, the voices of the victims must be heard. We speak today for the thousands of civilians massacred, the mothers grieving their slaughtered children, the millions displaced from their ancestral homes, and those languishing in horrific concentration camps. Their suffering cannot be ignored or buried under diplomatic rhetoric; their plight demands immediate global attention and action.
The Right to Lasting Peace and AFNM’s Core Mission
Peace is not merely the absence of active warfare; it is the presence of justice. Every human being deserves to live free from fear. The AFNM calls on the United Nations to refocus its attention on Ethiopia according to its core mandate. We explicitly state that our movement is not fighting for political dominance, but for sustainable, lasting peace, justice and the preservation of our people from existential threats. We are fighting to establish a system where the rule of law prevails and where no citizen is targeted based on their ethnicity.
Forced Conscription and the Dangerous Incitement of Civil War
The regime's desperation has led to alarming and dangerous tactics that threaten to destabilize the entire Horn of Africa።
Forced Youth Conscription: The regime is forcefully abducting and conscripting the country’s youth, dragging them from their families and schools to serve as cannon fodder in an unjust war, deeply disrupting local communities and family structures.

Incitement of Civil War: Most alarmingly, the regime has recently issued an open call in various parts of Oromia Region, urging civilians to arm themselves and buy ammunition from the regime. This is a deliberate and malicious attempt to transform a political conflict into an all-out, between bloody civil war between brotherly peoples.
Loss of Monopoly on Violence: This desperate call legally and practically demonstrates that the regime has completely lost monopoly of violence and the capacity to govern as a legitimate state, resorting instead to warlord-style chaos.
A Call for Comprehensive Accountability
There can be no lasting peace without accountability. The regime’s top civilian and military leadership must be held responsible for the war crimes, crimes against humanity, and economic devastation they have inflicted upon the country. We urge the international community to freeze financial aid that funds the regime’s war machine and to impose targeted sanctions on individuals responsible for violating the ceasefire and human rights protocols.
Urgent Appeal for Independent International Investigation
The Amhara Fano National Movement calls upon the United Nations Human Rights Council (UNHRC), the African Union, and international human rights bodies to:
Launch an immediate, independent and unhindered international investigation into the ongoing atrocities, mass graves, drone strikes,
and human rights violations in the Amhara region and across Ethiopia.
Pressure the regime to immediately cease its forced conscription and its dangerous campaign to arm civilians against one another.
Facilitate humanitarian corridors to deliver life-saving aid to millions of blockaded and starving civilians in conflict zones.
Conclusion
As the world reflects on the value of harmony today, let it be known that the Amhara people and the AFNM stand ready for a just, inclusive, and lasting peace. However, we will continue to resist tyranny until freedom, institutional justice, and human dignity are secured for all.
Respectfully ,
Biruk Sileshi

Statement issued by the Ethiopian Peoples’ Forces Alliance for Survival (Alliance for Survival)
Ever since Ethiopia fell into the hands of Prosperity’s personalist, dictatorial and genocidal regime, war, genocide, mass slaughter and absolute poverty have become its defining features. It has become a country in which law and order have collapsed; millions have fallen into severe poverty and been displaced; hope for its citizens has vanished; and the government declares one destructive war after another. Dictatorial rule has been imposed upon it, and it has moved beyond state failure to face the danger of disintegration. It has also become a country pushed to the margins of regional and international political, economic and diplomatic affairs, deprived of its
voice and influence.
The regime rests on a distorted narrative and an anti-people state structure. It is at odds with reason and truth, equality and the participation of the peoples, justice and freedom, the dignity of the people and the sovereignty of the country. Because it does not pursue peaceful and constructive approaches, it has neither the will nor the capacity to halt the war consuming the
country and its peoples; bring lasting peace; guarantee citizens’ rights and freedoms; establish law and order; or end the peoples’ suffering and torment, poverty and backwardness. To achieve its sinister objectives, this dictatorial and genocidal regime has become a mercenary of foreign powers, selling out the interests of the peoples and turning the country into a subservient and dependent state.
Accordingly, we, the peoples’ forces concerned with the survival of Ethiopia’s peoples, bear the historic responsibility of overthrowing this regime, safeguarding the survival of all nations, nationalities and peoples, and opening a new chapter. The historic mission and first objective of the peoples’ forces is to defend ourselves collectively against the devastating war declared upon us; remove Prosperity’s personalist and dictatorial system, which has endangered the survival of our peoples and the security of the country; and bring about the establishment of an inclusive transitional government guided by a transitional charter. In doing so, we seek to open a new transitional chapter in which the human and democratic rights of all Ethiopians can be guaranteed in full, without diminution.
The principal objectives of the transitional period that begins after the regime’s fall will be:
1. To safeguard the survival of the peoples and the security of the country; stop all wars; guarantee human and democratic rights; maintain peace and security; stabilize the social and economic crisis; improve relations with neighboring countries; and restore the country’s regional and international standing.
2. In the interests of peace in the country and the continued survival of its peoples, to conduct an honest, trustworthy, fully inclusive and participatory popular and constitutional dialogue, through which decisive questions concerning the peoples and the
country will be resolved with the direct participation of the peoples.
Accordingly, we, the peoples’ forces listed below, have agreed to coordinate our popular and organizational capacities to remove Prosperity’s personalist, dictatorial and genocidal regime; guarantee the survival and security of our peoples; bring about the establishment of an inclusive transitional government; and open a new democratic transitional chapter. We have also agreed to resolve our differences peacefully, on the basis of the freely expressed will of our peoples, principles and a lawful order.
These forces are:
1. Amhara Fano National Movement (AFMN)
2. Oromo Liberation Army (OLF–OLA).
3. Tigray People’s Liberation Front (TPLF).
4. Ogaden National Liberation Front (ONLF).
5. Afar Revolutionary Democratic Unity Front (Ugugumo)
6. Benishangul Peoples’ Liberation Movement.
7. Gumuz Peoples’ Democratic Movement.
We have established a joint alliance called the Ethiopian Peoples’ Forces Alliance for Survival, known in short as the Alliance for Survival.
We express our profound joy at having achieved, after much effort and many difficulties, this great and decisive alliance that the Ethiopian people have eagerly awaited. On this occasion, we wish to make the following appeals:
1. To all Ethiopians, civic associations and political organizations: Recognizing that the regime is a force determined to destroy the very existence of all the peoples of Ethiopia, we respectfully call upon Ethiopian popular forces, civic associations and political organizations that accept the Alliance’s objectives and approach to struggle to become partners in our struggle for survival.
2. To the regime’s armed forces and their leadership: Recognizing that the regime you serve poses an existential threat to the peoples of Ethiopia, and that it is anti-people, anti-peace, anti-democratic and genocidal, we call upon you, before it is too late, to join and become partners in the struggle to save your people and your country.
3. To neighboring countries, African countries and the international community: Recognizing that the genocidal regime in power is alienated from the people; that it has neither the capacity nor the will to establish peace and stability in Ethiopia or the Horn of
Africa; and that it is a regime in its twilight, nearing removal from power through the people’s struggle, we call upon you to stand with the peoples, justice and democracy.
