#Libya’s political culture wars
Full PDF below:

Years of political talks to end #Libya’s civil war have relied on the belief inclusivity can unify rival factions.
@AGomati analyses how this strategy is destined to fail due to irreconcilable visions of the state & its political character. Full report:

Thanks Massad 🙏🏻
The Libyan people are proud, resilient, hospitable, and deserving of peace and prosperity. The United States and Libya share a strong and enduring partnership in combating terrorism, building on our historic success in defeating ISIS in Libya together. We respect the Libyan people and the sacrifices that brave Libyans made fighting ISIS, the common enemy of both our peoples, but Libya cannot remain a corridor for illegal migration, and this must end now.
The United States remains firmly committed to strengthening our bilateral relationship, supporting the long-awaited unification of Libya and Libya’s institutions, and standing with the Libyan people as they transition toward successful national elections. The Libyan people have been victims of terrorism and foreign meddling for years. I want them to unite, take back their sovereignty, and have the peaceful, prosperous future they deserve! Who thought it was a good idea to convene a two-day conference talking about Afghanistan without key Afghans there? Afghan journalist @bsarwary says: ‘Our country is treated as a security problem to manage, a market to supply and a corridor to cross, while our people struggle to be heard’ #Afghanistan
Afghanistan on the Agenda. Afghans off the Guest List?
Two days discussing Afghanistan in Oslo. Uzbek officials named. Norwegian counterparts acknowledged. Not a single Afghan participant identified.
Were any Afghans invited? If not, why not?
Our country is treated as a security problem to manage, a market to supply and a corridor to cross, while our people struggle to be heard.
The stakes are painfully real, over 21 million Afghans need humanitarian assistance this year. Over two million girls remain excluded from secondary education. Where do they feature in this “pragmatic” agenda?
Uzbekistan has every right to pursue trade and protect its borders. But commercial interests should face scrutiny when presented as peacebuilding. Of the reported $1.6 billion in bilateral trade in 2025, roughly 94% consisted of Uzbek exports to Afghanistan. What has this growing relationship delivered for Afghan livelihoods and what influence has Tashkent used to defend Afghan rights?
NOREF and the Norwegian participants also owe answers. Who brought the concerns of Afghan women, journalists, teachers and struggling families into the room? Who challenged the assumption that greater regional connectivity will, by itself, produce lasting peace?
The public account mentions security, trade, energy and transit. It says nothing about rights, representation or accountability. Were these priorities raised, or were they inconvenient to the conversation?
This echoes a familiar pattern from the 1990s. Outsiders discussing their interests in Afghanistan while Afghans bear the costs. Our borders can open to commerce while our classrooms remain closed to girls.
Dialogue has value. But another meeting, another photograph and another promise to meet again are not evidence of progress.
Which commitments emerged? Who will follow them up? How will ordinary Afghans benefit?
Before calling this a “promising start,” tell us: promising for whom? @NOREFno

If you understandably weren't watching Libya over the last 3 years, here's what happened and why this matters.
Libya's House of Representatives has just ratified Turkey's 2019 maritime deal. It voted unanimously, and scrapped its own earlier 2020 resolutions rejecting the deal and cutting ties with Ankara when they were at war. For years the east blocked it. Today it adopted it.
The deal draws a sea border between Turkey and Libya through waters south of Crete that Greece and Cyprus claim. Turkey argues islands shouldn't get a full sea zone. Greece says international law gives them one. In plain terms, the fight is over whether a Greek island gets a sea around it.
Until now, Greece and Egypt could say the deal lacked legitimacy because Libya's elected parliament never approved it. That argument has now gone. Turkey can now say Libya's institutions stand behind it, not just the UN backed government in Tripoli.
Legally the deal is weak.
Turkey hasn't signed the UN Convention on the Law of the Sea, the EU rejects the deal, and no court can hear the dispute unless both sides agree to it. But the cables and pipelines linking Cyprus and Greece to Europe have to cross that line, and Ankara can assert its claim while EU officials and lawyers argue. Investors and insurers will have to price that risk in for vessels or projects before a judge rules.
There are no blockades or missiles here like in Hormuz. It is a legal chokepoint, not a physical one.
The Libyan story sits underneath. Aguila Saleh, the parliament's speaker for a decade, was Egypt's lever for keeping this file frozen. He has been replaced by Salheen Abdel Nabi, who is backed by Saddam Haftar. Saddam needs Turkish political and military support to become president under the plan the US is mediating and just gave Ankara a compelling reason to stick with him.
Cairo has a long relationship with Saddam’s father. It doesn't have the same one with him; and potentially Libya’s next president.
Watch Cairo, Tel Aviv and Athens’ response next.
We deeply regret the ratification today by the Libyan Parliament of the so-called Libyan-Türkiye Memorandum of Understanding on the delimitation of maritime jurisdictions in the Mediterranean Sea.
We recall that the EU’s position on this matter was clearly stated by the European Council in 2019 and remains unchanged.
This agreement infringes upon the sovereign rights of third states, it does not comply with the Law of the Sea, and is null and void.
We reaffirm our solidarity with Greece and Cyprus.
We reiterate the EU's well known position against any outside interference in Libya.
This is major. Libya's eastern parliament, now led by a Saddam Haftar ally, has adopted the 2019 Turkey maritime MoU & reversed its 2020 rejection. It strengthens Ankara's hand against Greece, Cyprus, Egypt & Israel in the East Med. Cairo, Tel Aviv & Abu Dhabi’s reactions will 👀

Over the past two decades, successive crises have reinforced the global significance of the Gulf states. The upcoming IISS Strategic Dossier examines the multifaceted implications of the 2026 United States–Israel war with Iran for the foreign policies and defence and economic priorities of the Gulf states.
The Gulf states have not reacted to the war by doubling down on their collective defence under the Gulf Cooperation Council’s (GCC). Rather, they have sought to strengthen or create new alliances and defence and security partnerships outside the bloc.

Ironic that it was UK national security adviser Jonathan Powell that went on secret mission to Jerusalem to see if a deal could be struck to prevent Israel closing the UK consulate in East Jerusalem later this week. He was an opponent of Ed Miliband's decision to ban trade with illegal settlements now, a decision that led to Israel to announce the closure of the consulate within 30 days and expulsion of UK accredited diplomats. The move has now prompted HMG to suggest it is preparing tit for tat expulsion of Israeli diplomats in UK - as many as 27 of them, plus families. A mess, but so is what is happening to the lives and homes of too many Palestinians.

For more than two months, I have been working on a truly horrific story about one of the gravest war crimes committed by the United States since Vietnam: The bombing of the Shajareh Tayyebeh school in Minab, Iran. It was one of the first targets struck in the opening hours of the war on February 28, 2026.
At least 156 people were killed in the U.S. cruise missile strikes—120 of them were children and 26 were teachers. We spoke to survivors, first responders, parents, doctors, teachers, psychologists, and other witnesses. Some of them had never before shared their experiences of that day.
It would be impossible to do justice to what happened in Minab that day with words alone. In more than 25 years in journalism and reporting on war, I do not believe I have reported on a more heinous single crime.

It would be a real shame to lose Monzo. Britain should be a place where great companies are built, financed, listed, grown, and where the rewards of that success stay here.
We need to fix the conditions that are driving British success into foreign hands.
EXCLUSIVE: Monzo, the digital lender which has become one of Britain's biggest consumer banks, is in talks about a sale to Brazil's Nu Holdings which could value it at between £8bn and £10bn, ending the prospect of a near-term IPO of a UK fintech champion. news.sky.com/story/digital-b…
