We would like to express our sincere appreciation to @pinapic and members of the @Europarl_EN for their principled support for the people of Afghanistan and for their clear stand against the normalization of the Taliban terrorist group.
At a time when the rules-based and values-based international order is increasingly being weakened and forgotten, Europe must continue to uphold the principles it has long claimed to defend: human rights, democracy, human dignity, and the rule of law. These values must not be sacrificed in the name of pragmatism or appeasement toward a terrorist regime.
We ask our European friends to continue standing with the freedom-seeking people of Afghanistan; not with the terrorists and tyrants who oppress them. History will remember those who stood on the side of justice, freedom, and human dignity during one of the darkest chapters in our nation’s history. @EU_Commission @EP_President

It is deeply disappointing to see UNAMA’s recent report downplaying the severe security, political, and economic crises in Afghanistan. Notably, the National Resistance Front of Afghanistan (@NRFafg) has conducted over 160 successful operations in Kabul and various provinces this year, yet only 29 have been reported. Impartiality is a fundamental part of UNAMA’s mandate. It is crucial they eliminate any biases, especially if they are attempting to appease the Taliban terrorist group ahead of the doomed Doha talks later this month. This lack of accurate reporting undermines the true situation on the ground and does a disservice to the people of Afghanistan.

The Resurgence of Al-Qaeda: Expanding Training Infrastructure in Afghanistan
In 2024, Al-Qaeda's presence and activities are notably pervasive across several regions, with significant operations in Afghanistan, Yemen, Somalia, the Sahel, and the Indian Subcontinent. Recent United Nations reports highlight a concerning expansion of Al-Qaeda’s training infrastructure in Afghanistan. This expansion includes the establishment of eight new training camps and several madrasas, reinforcing the group's operational capabilities and ideological indoctrination efforts.
Al-Qaeda's Strategic Expansion in Afghanistan
The new training facilities are strategically located in various provinces, including Ghazni, Laghman, Parwan, and Uruzgan. These areas were chosen due to their geographical significance, providing strategic advantages for operations and logistical support. The presence of these camps in ten of Afghanistan’s 34 provinces demonstrates a calculated spread aimed at maximizing influence and operational flexibility.
Ghazni: Known for its historical significance and central location, Ghazni provides a critical juncture for movement between southern and eastern Afghanistan. The rugged terrain and sympathetic local tribes offer a conducive environment for establishing training camps. Historically, Ghazni has been a battleground for various insurgent groups, making it an ideal location for Al-Qaeda's activities. The province’s network of caves and mountainous terrain offers natural hideouts and logistical support hubs. Additionally, the local population's complex tribal affiliations and long-standing grievances with central authorities provide a fertile ground for Al-Qaeda to recruit and operate.
Laghman: This province's proximity to the eastern border with Pakistan facilitates cross-border movement and supply routes essential for sustaining militant operations. The presence of madrasas in Laghman also aids in ideological recruitment and training. Laghman's terrain is a mix of mountains and fertile valleys, which not only supports guerrilla warfare tactics but also provides agricultural sustenance to sustain long-term insurgent activities. The provincial capital, Mihtarlam, serves as a logistical hub, connecting various militant cells. Furthermore, the intricate network of tribal alliances and enmities in Laghman can be exploited to forge alliances and secure local support.
Parwan: Located near the capital, Kabul, Parwan's training camps serve as strategic outposts for planning and launching operations targeting major urban centers. The province's mixed terrain of mountains and valleys provides natural hideouts and training grounds. The proximity to Bagram Air Base, a former significant U.S. military installation, adds a layer of strategic importance, as it symbolizes both a target and a logistical waypoint. The Salang Pass, which runs through Parwan, is a crucial supply route that connects northern Afghanistan to the south, making it a critical artery for the movement of personnel and materials.
Uruzgan: A stronghold of insurgent activity, Uruzgan's remote and less governed areas make it an ideal location for Al-Qaeda's training infrastructure. The province's connectivity with Helmand and Kandahar further enhances its strategic value. Uruzgan's rugged terrain and sparse population density provide natural concealment for training camps and operational bases. The province has historically been a Taliban stronghold, and the presence of Al-Qaeda training camps here suggests a symbiotic relationship between the two groups. Uruzgan's central location in southern Afghanistan allows for coordination with militant networks in neighboring provinces, facilitating broader operational planning and execution.
Training and Indoctrination
The training camps serve multiple purposes beyond military preparation. They are centers for indoctrination, where recruits are taught Al-Qaeda's ideology, including jihadist principles, tactical strategies, and operational planning. The training regimen is comprehensive, covering guerrilla warfare, bomb-making, and cyber warfare. The inclusion of madrasas in the network ensures a steady flow of ideologically committed recruits, who are often radicalized from a young age.
Guerrilla Warfare: Recruits undergo rigorous physical training and are taught various guerrilla warfare tactics. This includes ambushes, hit-and-run attacks, and the use of improvised explosive devices (IEDs). They practice these tactics in simulated environments designed to mimic the conditions they will face in actual combat. Training also includes survival skills, navigation through difficult terrains, and evasion techniques to avoid capture by enemy forces.
Bomb-Making: A significant portion of the training is dedicated to the construction and deployment of IEDs and other explosive devices. Recruits learn to make bombs from readily available materials, enhancing their ability to conduct attacks even in resource-constrained environments. They are trained in both the technical aspects of bomb-making and the tactical deployment of these devices to maximize impact. This training is supplemented with lessons on concealment and camouflage to ensure the devices remain undetected until detonation.
Cyber Warfare: Recognizing the importance of cyber capabilities in modern conflicts, Al-Qaeda's training now includes lessons on cyber warfare. Recruits are taught how to conduct cyber-attacks, hack into enemy communications, and use the internet for propaganda and recruitment. This aspect of training ensures that Al-Qaeda can operate effectively in the digital age, using technology to enhance their traditional combat operations and ideological outreach.
Ideological Indoctrination: Beyond the physical and tactical training, a significant focus is placed on ideological indoctrination. Recruits are immersed in Al-Qaeda's interpretation of Islamic teachings, with an emphasis on the concepts of jihad and martyrdom. They are exposed to a steady stream of propaganda materials, including speeches, videos, and writings of key Al-Qaeda leaders. This indoctrination process aims to create deeply committed militants who are willing to sacrifice their lives for the cause.
Transnational Operations
One of the key functions of these camps is to facilitate the movement of fighters across borders, particularly between Afghanistan and Iran. This transnational capability underscores Al-Qaeda’s ability to exploit regional instability and maintain a robust operational base. The group's presence in these camps enhances its ability to operate transnationally, coordinating attacks and movements across the region.
Cross-Border Movement: The strategic placement of camps near border regions, particularly in provinces like Laghman and Ghazni, facilitates the movement of militants between Afghanistan and neighboring countries. This movement is crucial for logistical support, as well as for planning and executing transnational operations. Al-Qaeda has established a network of safe houses and covert routes that allow fighters to move discreetly across borders, avoiding detection by local authorities and international forces.
Coordination with Regional Militants: Al-Qaeda's training camps in Afghanistan serve as hubs for coordinating with other militant groups operating in the region. This includes not only the Taliban but also other jihadist groups active in Pakistan, Central Asia, and beyond. The camps act as meeting points where strategies are discussed, resources are exchanged, and joint operations are planned. This coordination enhances Al-Qaeda's operational reach and effectiveness, allowing it to launch coordinated attacks across multiple fronts.
Logistical Support: The camps provide critical logistical support for Al-Qaeda's operations. This includes not only the training and indoctrination of new recruits but also the storage and distribution of weapons, ammunition, and other supplies. The camps are equipped with facilities for manufacturing and repairing weapons, ensuring that Al-Qaeda's fighters are well-armed and prepared for combat. Additionally, the camps serve as communication hubs, with advanced equipment for secure communication and coordination across different cells and regions.
Al-Qaeda and the Taliban
Despite the Taliban's claims of severing ties with Al-Qaeda, the reality on the ground suggests a more complex relationship. The Taliban's control over Afghanistan has provided Al-Qaeda with a relatively safe operating environment. This arrangement allows Al-Qaeda to expand its training infrastructure and operational reach without significant interference. The Taliban's focus on consolidating power and dealing with internal challenges has inadvertently given Al-Qaeda the space to grow its influence.
Symbiotic Relationship: The relationship between Al-Qaeda and the Taliban is characterized by mutual benefits. While the Taliban gains from Al-Qaeda's expertise in transnational terrorism and guerrilla warfare, Al-Qaeda benefits from the Taliban's control over large swathes of Afghan territory. This symbiotic relationship allows both groups to pursue their objectives more effectively, with Al-Qaeda providing tactical support and ideological backing to the Taliban, and the Taliban offering a safe haven for Al-Qaeda's operations.
Shared Ideology: Both groups share a common ideology rooted in jihadist principles, which further strengthens their bond. This shared ideology facilitates cooperation and coordination, as both groups see themselves as part of a larger struggle against perceived enemies of Islam. This ideological alignment ensures that Al-Qaeda's presence in Taliban-controlled areas is not only tolerated but actively supported by local Taliban leaders.
Operational Autonomy: Despite the close relationship, Al-Qaeda operates with a degree of autonomy within Taliban-controlled areas. This autonomy allows Al-Qaeda to pursue its transnational objectives without direct interference from the Taliban. Al-Qaeda's training camps and operational bases are managed independently, with their own command structures and logistical networks. This operational autonomy ensures that Al-Qaeda can maintain its global jihadist agenda while leveraging the security provided by the Taliban.
Regional Implications
The expansion of Al-Qaeda’s training infrastructure in Afghanistan has far-reaching implications for regional security. The training camps not only serve local and regional recruits but also attract militants from various parts of the world. This influx of foreign fighters enhances Al-Qaeda's operational diversity and reach, posing a significant threat to regional stability.
Pakistan: The proximity of training camps to the Pakistan border facilitates the movement of militants between the two countries. This connection poses a direct threat to Pakistan's internal security and complicates its counter-terrorism efforts. Al-Qaeda's presence in border provinces like Laghman and Ghazni allows for the establishment of cross-border networks that can launch attacks within Pakistan. These networks also facilitate the recruitment and training of Pakistani militants, further destabilizing the region.
Iran: The transnational operations facilitated by these camps include routes through Iran, highlighting the geopolitical complexities and the potential for cross-border militant activities. This dynamic adds a layer of challenge to Iran’s security apparatus. Al-Qaeda's ability to move fighters and resources through Iran underscores the group's transnational capabilities and the porous nature of regional borders. This movement poses a significant security threat to Iran, as it increases the risk of militant infiltration and potential attacks.
Central Asia: The presence of Central Asian recruits in these camps indicates a broader strategic intent to influence and destabilize neighboring regions. The camps act as hubs for spreading jihadist ideology and training operatives who can launch attacks beyond Afghanistan's borders. Al-Qaeda's expansion into Central Asia is facilitated by the region's political instability and porous borders. The group's ability to attract and train recruits from countries like Uzbekistan, Tajikistan, and Kyrgyzstan highlights its ambition to extend its influence and operational reach across the broader Central Asian region.
The training camps in Afghanistan serve as critical nodes in Al-Qaeda's global network, providing the infrastructure and resources necessary to sustain its transnational jihadist agenda. The expansion of these camps not only enhances Al-Qaeda's operational capabilities but also poses a significant challenge to regional and global security. The international community must remain vigilant and proactive in addressing this resurgence to prevent further destabilization in an already volatile region.
