Matthew Farwell Timeline (leading up to the death of #SandraBirchmore: October 1985 -#MatthewFarwell and his twin brother, William, were born in Norwood, MA. Raised in Stoughton, MA. 1998 (age 12) -While a teenager, MF participated in the Stoughton Explorers Program. 2002 (age 16) -MF and brother were caught impersonating police officers and pulling over vehicles. Robert Devine knew this and let the brothers remain in the program. 2004; Stoughton High School -MF attended but struggled with attendance issues and was suspended. He dropped out in 11th grade. MF obtained his GED. -At age 18, MF enlisted in the Army. March 2006 -MF deployed to Afghanistan. 2008 -Discharged from the Army with severe migraines and neck pain. -MF was hired by the Wellesley Police Department. -MF (then with Wellesley PD) returned as guest instructors in the Explorers Program, at the invitation of Robert Devine. Spring 2010 -SB (age 12) began participating in the Explorers Program. March 27, 2012 -The Stoughton Police Department hired MF as a sworn officer. October 28, 2012 -MF sent 15-year-old SB a Facebook friend request. Farwell was 26. April 10, 2013 -Farwell had sexual intercourse with 15-year-old Sandra. May 11, 2013 -MF married Michelle Chisholm. May 30, 2013 -SB confirmed to a doctor that she was sexually active and requested birth control. April 10; May 1; May 20; July 1; September 22; September 24; September 28; November 18; November 24, 2020: -Dates that Federal investigators identified as sexual encounters between MF and SB while MF was on the clock. June 19, 2020 -SB told MF that when their relationship began she had sometimes been afraid to tell him no because she did not know how he would react. October 5, 2020 -SB told a friend that MF had been having sex with her for nearly 10 years and had taken her virginity before she turned 16. SB also drafted a message addressed to Farwell’s wife stating that MF had been cheating on her since before their marriage. October 12, 2020 -MF and SB exchanged messages concerning an agreement to attempt to conceive a child. MF wrote that their compromise had been to “try once,” while SB said she understood the agreement to mean trying during that month. November 5, 2020 -SB proposed MF would be involved with their baby and sign the birth certificate. MF responded that they needed to discuss the subject in person. November, 2020 -Prosecutors disclosed that MF attended a MSP Homicide Conference. December 28, 2020 -Sandra texted Farwell that she was pregnant and sent him a photograph of a pregnancy announcement she had prepared. December 29, 2020 -MF and SB met in person to discuss the pregnancy. SB texted MF that she had become uncomfortable and scared during the encounter because she believed he might hit her. January 2020: A former colleague later told FBI that MF began texting heavily and taking private telephone calls while at work. When asked what was wrong, MF allegedly said he had to “put crazy back in the bag” and then everything would be okay. The witness said MF appeared increasingly stressed. January 20, 2021 -A caller contacted the police about MF’s relationship with SB. MF immediately told the call-taker, “Do not tell anybody about this and never mention it to me again.” The witness reportedly described the normally laid-back Farwell as angry. -After learning about the call, MF allegedly texted SB asking which other friend might do something next. -MF changed his behavior toward SB, accepted a key to her apartment, appeared receptive to the baby, and brought her ginger ale. The government argued that the change was intended to keep SB from disclosing their relationship. Two Weeks Before SB’s Death: -Co-worker told FBI that he was eating with MF and Farwell allegedly said he was having relationship problems with a woman other than his wife. When the witness offered to help, Farwell allegedly responded that “the problem was going to take care of itself.”

Please quit saying “she could have said no” or “she knew what she was doing” or “when I was that age I would have known to do XYZ.” First of all, you sound like a PDF when you say things like this. Secondly, how morally disgusting do you have to be to blame a CHILD SA victim? Please think before you post. Every single CHILD in this age range matures at their own pace. Just because you or your “CHILD was mature enough to make good decisions at 15 years old,” does NOT mean every 15 year old is mature enough to make a decision, or even know what the right or wrong decision is. Multiple people actually testified that #SandraBirchmore seemed immature for her age. Sadly, some of the same people who called her immature knew what was going on and still never stepped in to protect her or report it. I am a mother to 3 CHILDREN who are currently in the same age range as the CHILDREN who were in the Stoughton PD Explorers program (6th-12th grade)… Same age as Sandra when she started being groomed by #MatthewFarwell… Which makes this trial even more sickening to me. The maturity level of CHILDREN when they’re between the ages of 12-17 is HIGHLY dependent on that child’s individual circumstances. For a real life example, I am sitting at an all day middle school baseball tournament as I type this: -ALL of the CHILDREN here had to be driven here by an adult. -Only a few of the players were taller than a parent. -Half of the CHILDREN are having sunscreen applied by a parent. -At least 4 other parents in the parking lot had to carry something for their child’s bc they were too small to carry all of their equipment themselves. -Two CHILDREN have mustaches. The rest do not. -I’ve seen 3 CHILDREN need an adult tie their shoes for them. -One CHILD got lost coming back from the bathroom. -Three GIRLS are currently getting their hair braided by their mothers. -Every team has a designated parent that brought drinks and snacks for the CHILDREN between games. -There’s rows of dads giving basic batting advice to their CHILD as they go up to bat. -The music playing is on the speakers is from Kidz Bop. I say all of this to remind everyone that there’s a reason the law claims anyone under age 18 (17 in some states) cannot legally consent to s*x. CHILDREN still need protection and support from caring adults. A CHILD cannot, and should never be asked to, consent to any sexu*l acts with an adult. Period. Sandra was not protected. She was preyed upon by adults that she thought she could trust to make good decisions for her. Other adults looked the other way while a child was being hurt by another adult. Sandra should not have been expected to say no or be expected to report what happened to her, because she didn’t know it was wrong. But Matthew Farwell knew it was wrong. And he did it anyway. Matthew Farwell is the ONLY one to blame. Stop trying to justify predatory behavior.

‼️Attorney Robert Devine Representing Himself & Losing‼️ June 5-6, 2025 🏛️ The Massachussetts POST Commission hearings concerning #RobertDevine’s police certification was held before a Superior Court Judge. 🏛️ Witnesses included Police Chief Donna McNamara, Deputy Chief Brian Holmes, former Explorer Hailey Hogan, and Robert Devine (Part 6). October 2025 👨🏼‍⚖️ Judge found that the evidence established Devine communicated with SB through the Facebook alias “Marty Riggs.” 👨🏼‍⚖️ Judge rejected Devine’s denials and found that he lacked credibility concerning his communications and relationship with SB and declared that Devine communicated with Birchmore while on duty on several occasions and met with her for a sexual encounter on at least one occasion. 👨🏼‍⚖️ Judge further found that Devine was untruthful when he denied the communications and sexual encounter during the investigation. 👨🏼‍⚖️ Judge found that Devine had occupied a position of power over SB beginning when she was a middle-school student and later an Explorer. 👨🏼‍⚖️ Judge concluded that Devine maintained that position for years and leveraged it to develop a relationship with SB that eventually became sexual. 👨🏼‍⚖️ Judge further found that Devine concealed information that may have been relevant to the investigation of SB’s death and “lied to protect himself and his reputation.” 👨🏼‍⚖️ Judge recommended revoking Devine’s MA law-enforcement certification and reporting the revocation to the National Decertification Index. November 2025 ‼️ Devine filed objections to the Initial Decision, arguing that his due process rights were violated. Among his arguments, he challenged the use of evidence attributed to #SandraBirchmore because she was deceased and therefore unavailable for cross-examination. Psychiatry Professor at Brown University. Specializes in Interpersonal Violence and Childhood Sexual Abuse. ❓How does childhood sexual abuse happen❓ Childhood sexual abuse happens through patterns. The most common way is deception, coercion, and manipulation as opposed to overt physical force. 80% of perpetrators are known to the victim. ❓What is grooming ❓ Grooming is a deceptive and manipulative process used by sexual abusers which is exploited to develop a relationship with the intended TARGETED VICTIM. ❓Where did you learn about grooming❓ By working with patients who were victims and patients who were perpetrators. Some of the literature comes directly from offenders who explain the strategies they used to abuse their victims. 5 Stages of Grooming: 🚩(Stage 1) Selection and Targeting of a Victim: Perpetrators will identify a specific target for sexual abuse ahead of time. Most often, someone with particular vulnerability factors. ‼ We know groups of people are at higher risk for being abused‼ 1. Children with a history of being sexually abused. 2. Children with conflicts within the home, abusive parents, parents with substance abuse problems, unstable housing 3. Family structure, such as a single parent home, lower socioeconomic status, poor relationship between the child and parent, or children with no one to protect them. 4. Qualities specific to the child, such as mental health issues, cognitive/physical impairments, kids who are isolated, kids with few friends, and age. Teenagers are at a higher risk because they have less parental supervision and crave acceptance. Teenagers are also more impulsive and more likely to take risks. 🚩(Stage 2) Isolation and Access: Once a victim has been targeted, the perpetrator will often identify opportunities to engage in 1 on 1 contact with the child in ways that are not likely to raise concerns. ‼ Perpetrators are often found in positions of power and have jobs where they have routine access to children, such as churches, schools, and youth groups. 🚩(Stage 3) Trust and Relationship Building: Predators like to form relationships out in the community or with the family. By building a relationship of trust they become someone that the child can confide in. ‼ People in the community that have power (police officers, doctors, teachers), opportunity or respect will get greater access to a victim. They will form bonds with the victim’s family so the family will let the child stay around the adult more often as a trusted person. 🚩(Stage 4) Desensitization: The predator uses desensitization with physical touch. Hand holding, knee touching, then sexual touching. Also desensitization to sexual topics, like discussing sex, watching porn, or talking about their sex life. 🚩(Stage 5) Post-Abuse Maintenance: They keep the relationship going with the victim so the perpetrator can control the child and hide the abuse. ❓How do perpetrators maintain power and control over the victim❓ The perpetrators are introducing sexual contact and arousal at a level and age that is developmentally inappropriate. It sets the norm for the child about what sexual interaction is and it negatively impacts the child's own sexual development. The perpetrators will present themselves as the boyfriend or lover and the child is led to falsely believe it's a relationship between two equals. ❓What about painful sex❓ Perpetrators are the ones who are in control of the terms of engagement and norms, through the desensitization and trust building stages. Whatever the perpetrator prefers, they normalize. Often the child wants to please the perpetrator, so as to not anger them or they worry about losing benefits or favor with the perpetrator. Whatever the perpetrator finds sexually gratifying is what they will impose on the victim. ❓Do victims normally disclose abuse right after it happens❓ No. Disclosure is a process. For children, they have been made to feel what they are going through is not abusive. They aren't going to report something they have been made to feel is normal. They also feel shame. They may also feel the perpetrator is their person and they have loyalty to them. -Victims will often disclose over time. They will often test the water, at first, to see if they will be blamed. Then they will withhold the most intense details to protect themselves and avoid shame. Sickening but very important information on what to look for if you suspect a child is being abused. Who is Josh Heal? Joshua William Heal (born 1979) March 6, 2016 👮Hired as Animal Control Officer (ACO) for the Stoughton Police Department. Early Fall 2019 🐈‍⬛Met Sandra Birchmore at the Stoughton animal shelter when she came to adopt a cat. The two became friends and later engaged in a one-time consensual sexual act after work hours. They were Facebook friends. December 2019 🚩During a visit to the shelter, Birchmore received frequent text messages and said someone was tracking her location. She explained that she had a past restraining order against an ex. 🚩Heal reported during interviews that Birchmore had shared graphic and explicit photographs sent to her by William Farwell. 2020 👮Joined the Abington Police Department. October 5, 2020 🚩Heal told Birchmore that #MatthewFarwell’s wife was pregnant with their third child, which upset Sandra. 🚩Birchmore drafted a message intended for Farwell’s wife revealing their affair. “I am just messaging to inform you that your husband Matthew has been out cheating on you since before you guys were even married.” December 2020 ‼ Birchmore told Heal she had been pregnant three times before and was currently pregnant with MF's child. She said MF wanted her to have an abortion, but she was adamantly against it. January 9, 2021 🚩‼ called Joshua Heal and stated that, after telling MF about the baby, MF told her that “he wished just would die and he wants nothing to do with the baby.” 🚩🚩According to the information Birchmore shared, Farwell put Birchmore in a headlock and grabbed her cell phone from her hand. ‼ Joshua Heal told Birchmore to distance herself from MF because he was dangerous, a police officer, and clearly did not care about the law. MF was also aware that Birchmore appeared to be attached to him because he had taken her virginity when she was 15 years old. February 9, 2021 👮Josh Heal learned of Sandra Birchmore’s death from Officer Victoria Denneno of the Stoughton Police Department . September 22, 2021 🏫Heal began serving as an Abington School Resource Officer. December 21, 2021 👮During Heal's first interview with Stoughton Deputy Chief Brian Holmes, Heal admitted to a single sexual encounter with Sandra Birchmore but stopped the interview after stating that he felt he was being treated more like a suspect than a witness. December 31, 2021 👮Heal's boss ordered him to cooperate with Holmes’s investigation. The order preceded Heal’s second interview with Stoughton investigators. January 11, 2022 🛋Detectives received authorization to conduct a forensic analysis on a couch located in Heal's office that may have evidentiary value. This couch is where the sexual encounter with Sandra occurred. ❌The forensic examination produced no physical evidence corroborating allegations concerning the encounter February 9, 2022 👮Heal participated in a second interview with Stoughton Deputy Chief Brian Holmes and independent investigator Paul L’Italien after being ordered by Abington Police Chief David Del Papa to cooperate with the investigation. 🚩Heal said Sandra had discussed sexual relationships with Matthew Farwell, William Farwell and Robert Devine and had shown him photographs or videos related to some of those relationships. 🚩Heal told investigators that Sandra wanted a romantic relationship and family life with MF. Heal was not one of the three officers identified as subjects of that Stoughton investigation. Heal later alleged in court that statements made during the announcement nevertheless caused the public to associate him with allegations concerning Sandra. January 10, 2023 ‼ Heal claimed “The Case,” Kirk Minihane (Barstool Sports) made false and defamatory claims about Heal, including: -Heal had known Birchmore since 2015. -That he had traded a cat for oral sex (possible, as no adoption paperwork was located). -That he was friends with the Farwells. -A DNA test was performed on a couch to implicate him (false; the couch DNA test was performed according to the IAB report). -Heal also claimed that Chief McNamara and Deputy Chief Holmes’s negligence in handling the IA investigation and subsequent public disclosures directly contributed to the damages Heal suffered. January 20, 2023 ⚖Sandra Birchmore’s estate filed a Second Amended Complaint in Norfolk Superior Court naming Matthew Farwell, William Farwell, Robert Devine, #JoshuaHeal and the Town of Stoughton among the defendants. The claims against Heal were civil allegations and did not establish criminal responsibility. September 8, 2023 🐕‍🦺Abington Police documented allegations involving former SRO Joshua Heal and the Instagram account @APDHARLOW. Investigators planned to seek a search warrant from Meta for records associated with the account based on allegations of misconduct and possible criminal acts by Heal. 👮A former student described messages she said she exchanged with Heal through the @APDHARLOW Instagram account. She told officers that Heal had once messaged her about when he had his nipples pierced and had hoop rings placed in them. According to the student, no further messages were exchanged regarding that statement. The student was asked whether Heal had ever messaged her asking to meet with him.
