The letter states that the Oulton, Baer, & Bova Research Team’s open-source research indicates that the subnational governments of all 50 states, commonwealths, and inhabited territories have allegedly been compromised by the Chinese Communist Party and other foreign malign actors who appear to have unlawfully seized (or been treasonously given) substantial control over law school admissions testing, bar admissions testing, educational testing processes, and other professional licensing processes (medical, nursing, etc.) years ago.
The Team alleges that this compromise of governmental testing and licensure functions—by Chinese Communist Party-affiliated non-attorney, non-physician, non-professional Chinese nationals and other foreign malign actors—irreparably harms American citizens, creates a grave national-security threat, and makes fair elections and impartial court proceedings impossible at this time.
We will continue providing information in this thread with links to the underlying documentation. We believe the record warrants immediate investigation by President Trump and his Cabinet.

A Massachusetts research team (@SarahAOulton, @BaerAdams154, @AndyB_1971) says it sent an urgent warning letter to President Trump and his Cabinet on Oct. 14. Here's what they're claiming, in plain English:
1️⃣ THE CLAIM
They allege the Chinese Communist Party and other foreign actors have, for years, quietly gained control over the tests and licenses that decide who becomes a lawyer, a judge, a doctor, a nurse, and even an ROTC military officer.
2️⃣ WHY THAT MATTERS
If true, they argue, the people who run our courts, hospitals, and elections could have been filtered through a compromised system. They say that would make fair elections and fair trials impossible.
3️⃣ THE NAMES
Their research links 194 American judges, including 18 federal judges, to what they call a CCP "takeover" scheme. They say every name comes from public records: court filings, tax filings, programs, and the groups' own publications.
4️⃣ "THE LIST THAT WILL SAVE AMERICA"
It's their searchable list of every name in the National Council on Measurement in Education's meeting programs from 2000 to 2026, plus 10 charts mapping China ties. NCME sued Trump's Education Department and Sec. Linda McMahon in April 2025. The team says NCME didn't disclose its China ties in that lawsuit.
5️⃣ THE RESPONSE SO FAR
USPS tracking still showed the letter undelivered as of Nov. 2. The DOJ's Civil Rights Division replied that it's outside its jurisdiction. The team says that means it's a national security matter for the Department of War.

THE LIST THAT WILL SAVE AMERICA is the Team’s searchable extraction of every name appearing in the National Council on Measurement in Education (“NCME”) Annual Meeting Programs from 2000 through 2026 (inclusive), combined with the names and institutions mapped on the Team’s Ten China Charts. Notably, the NCME joined the National Academy of Education in suing the United States Department of Education and Secretary Linda McMahon on April 24, 2025. The suit challenged Department of Education actions related to educational assessment, data, and related regulatory or funding measures (the precise claims were those of the plaintiffs in that filing, which may be downloaded from mediafire.com/file_premium/p…).
The Oulton, Baer, & Bova Research Team notes that when NCME described itself in the “Parties” section of the Complaint it did not disclose its documented, long-standing ties to Chinese Communist Party-affiliated Chinese nationals and institutions (including leadership roles, annual-meeting participation, and collaborative research relationships that the Team had mapped from NCME’s own programs and records).
The Oulton, Baer, & Bova Research Team believes that omission is material.
Additional information shall soon be added to THE LIST THAT WILL SAVE AMERICA but in its present form it is a useful public index of the individuals and organizations that have participated in the measurement, assessment, and licensure ecosystem the Team alleges has been compromised for years. In short, the lives and futures of all American citizens appear to be under the deadly control of Chinese Communist Party-affiliated Chinese nationals and other foreign malign actors (both state and individual). On October 19, 2026, the Team also contacted the U.S. Department of Justice. The Civil Rights Division responded with a form letter (Report No. 854624-XTN) stating that the matter does not appear to fall within the federal civil rights laws it enforces and that it would take no further action. The Division noted that other federal, state, or local authorities may have jurisdiction and suggested contacting others. The Team reads this response as confirmation that the issues raised are matters for national-security and sovereignty authorities—particularly the United States Department of War—rather than routine civil-rights enforcement.

These three images help explain why the Oulton, Baer, & Bova Research Team began this work and why we ultimately produced THE LIST THAT WILL SAVE AMERICA linked in my previous post.
In June 2014, The Bar Examiner (the National Conference of Bar Examiners’ own publication) ran a cover featuring a fortune cookie that simply said “Change.” The accompanying headline was “Preserving the Soul of a Changing Profession.” The Team’s open-source research later showed that 2014 was a hinge year: bar-passage rates fell sharply while Chinese Communist Party-affiliated non-attorney Chinese nationals and other foreign nationals were being placed into psychometric and grading roles at the NCBE. The “change” was never disclosed to examinees or the public as foreign involvement in scoring.
Three months later, on September 11, 2014—while most Americans were still mourning the anniversary of the 2001 attacks—the American Bar Association’s Rule of Law Initiative publicly posted about its “#China team.” The post and photo are still available in the archives the Team preserved. The Team alleges this was not an isolated statement; it was consistent with the ABA’s documented China-related activities that began years earlier and continued through the creation of the World Justice Project (also investigated by our team) and other initiatives.
By the Winter 2023–2024 issue, The Bar Examiner was highlighting “Military Spouse Attorney Licensure.” The Team’s research links the same measurement and licensing ecosystem to alleged compromise of the ROTC pipeline and to the lives of military families. When professional licensing gates are influenced by foreign malign actors (both individual and state, as documented in the List), the effects reach active-duty personnel, veterans, and their spouses—the very people the cover appears to celebrate.
These public documents, published by the organizations themselves, are what first directed the Team to look more closely at the National Council on Measurement in Education. Year after year the NCME Annual Meeting Programs listed the same testing companies, psychometricians, and international participants who also appeared in NCBE, LSAC, and ABA materials. Extracting every name from those 27 years of programs, and combining them with the names already mapped on the Ten China Charts, produced THE LIST THAT WILL SAVE AMERICA (downloadable from tinyurl.com/OBBRT-TLTWSA-08-…).
The List is simply the open-source record of who was in the rooms where American testing and licensing standards were shaped. The Team alleges that record shows a long-term transfer of influence over sovereign functions—bar admissions, law-school admissions, medical and nursing licensure, and the ROTC pipeline—to Chinese Communist Party-affiliated actors and other foreign malign actors.
