Según informó The Times, España busca consolidarse como una potencia del rugby y sus planes incluyen unirse a la Champions Cup y la Challenge Cup, ingresar al United Rugby Championship (URC) y presionar para ser incluida en el Seis Naciones, además de postularse para albergar los RWC de 2035 y 2037.
España es favorita para organizar el RWC de 2035 y aspira al RWC femenino de 2037. Además, negocia celebrar la final del Top 14 de 2029 o 2030 en el nuevo Camp Nou, con capacidad para 105.000 espectadores, lo que podría batir el récord de asistencia.
El presidente de la RFER, Juan Carlos Martín Sánchez, declaró: "No puedes pensar en competir si no hacemos las cosas de manera diferente. La única forma de ser competitivos es jugar al máximo nivel". Sobre el 6 Naciones, dijo que le interesa impulsar la inclusión: "Primero tenemos que convertirnos en jugadores serios". El torneo masculino se ha mantenido como un club cerrado desde 2000, cuando se unió Italia, y ha resistido constantemente la incorporación de Georgia. Sin embargo, España forma parte de los festivales U18 del 6 Naciones y podría encontrar una puerta abierta para unirse al torneo femenino, en el que participó entre 2001 y 2007 antes de que Italia ocupara su lugar. Sánchez añadió: "Nos gustaría organizar el RWC femenino de 2037 en España. Para nosotros, invertir en nuestras chicas es fundamental tanto en seven como en XV".
España negocia con el URC y la EPCR para ingresar a sus competiciones europeas de clubes. Castilla y León Iberians podría incorporarse primero a la Challenge Cup, donde ya participan equipos invitados de Georgia y Sudáfrica. Bilbao ya fue sede de las finales europeas en 2018 y 2025.
