Achieving safe and resilient urban environments requires collaboration among built-environment professionals to advocate for their meaningful involvement throughout the entire project lifecycle.

Professional associations are strengthening capacity-building initiatives to equip young practitioners with the technical skills, professional guidance, and resources needed to navigate the industry confidently, safeguard their professional integrity, and avoid exploitation.

Limited technical capacity within approving authorities and local government offices remains a key constraint in the built environment value chain. Strengthening these institutions with qualified professionals and adequate technical resources is essential for effective development control, regulatory compliance, and construction safety.

Investigations show that many individuals implicated in building failures are not registered members of professional associations. Registered members face strict disciplinary hearings that lead to suspensions or delistings when violations occur.

Working with registered, licensed professionals and maintaining site instruction books creates clear communication channels. When issues arise, this documentation makes it easy to trace responsibility and place accountability on the right individual.

Many buildings lack adequate natural light, ventilation, and essential infrastructure, potentially compromising occupants’ health, comfort, and productivity. The Healthy Homes Guidelines and Checklist (HHGC) provides a practical resource to help tenants and prospective homeowners assess key indicators of a healthy living environment, including natural lighting, ventilation, and access to essential services, before renting or purchasing a home. Read the guidelines here: aak.or.ke/initiatives/health…

Public awareness empowers citizens to demand quality construction and identify potentially unsafe developments. Through initiatives such as Je, Una Mjengo? and reporting platforms such as Mulika Mjengo, the public can flag and report concerns, including construction sites without mandatory project site boards or missing consultant details, so that such issues are escalated before disasters occur. Report an unsafe construction site here: aak.or.ke/initiatives/mulika…

Quality assurance must extend across the entire construction supply chain. Regulators must ensure that building materials meet required standards at the point of manufacture, importation, distribution, and sale, alongside effective quality control and compliance checks on construction sites.

Audits of structural failures highlight the importance of material quality in building safety, with risks arising from improper concrete mixes, substandard building stones, poorly graded sand, and the illegal sale or use of prohibited reinforcement bars. These issues underscore the need for effective quality control, material testing, and enforcement of construction standards throughout the supply chain.

Transparency in public records is essential. Establish publicly accessible registers of all contractors, consultants, and developers involved in active construction projects to strengthen accountability, improve regulatory oversight, and curb malpractice in the industry.
178
Young professionals may be enticed into lending their credentials or signing off on projects in exchange for financial incentives, exposing themselves to significant legal and professional liabilities. In other instances, professional credentials may be misused and fraudulently applied to unauthorized developments without the professionals’ knowledge or consent.

The primary responsibility for providing safe, adequate, and healthy urban spaces for living, working, and recreation rests with developers and regulatory authorities. Qualified built-environment professionals play a critical role in ensuring that development projects comply with applicable laws, building codes, and urban planning standards.
The few professionals in the built environment are not engaged meaningfully, Architectural Association of Kenya President George Ndege says. Ndege says developers and authorities bear responsibility to provide safe, adequate, and healthy urban spaces. #FixingTheNationNTV

Regulatory bodies such as the Engineers Board of Kenya (EBK) and the Board of Registration of Architects and Quantity Surveyors (BORAQS) operate disciplinary mechanisms under their respective legal frameworks, including the Engineers Act, 2011, to uphold professional standards, assess accountability, and address professional misconduct. Meanwhile, the National Construction Authority (NCA) uses automated commitment letters to monitor professional supervision. However, strengthening enforcement requires adequate personnel and resources to facilitate physical inspections across thousands of active construction sites.

Kenya has approximately 8,000 registered professional and consulting engineers, about 14,000 IEK members, and an estimated 40,000 trained engineers nationwide. No building designed and supervised through to completion by a registered professional engineer has reportedly collapsed.

However, a concerning systemic issue persists: developers and local authorities often bypass qualified built-environment professionals, excluding them from critical stages of project implementation and oversight.

Kenya faces a housing deficit of over 2 million units, driven by rapid urbanization and population growth. Yet, with a population of nearly 60 million, there are only about 1,500 registered architects, a significant shortfall in professional capacity relative to the scale of housing demand and ongoing development.
