"1 hour is 1 million dollars" when animators do animation they have their job split between multiple animators, they have people doing simpler in-between motion, people doing colors, people handling complex motion, etc. This is a fair price for 1 person doing a studio's workload

This person has no idea how animation works at all. Animation is expensive as hell because of all of the tedious steps involved in the process.
The rates for the commission tweet he is quote tweeting are actually a steal.
I charge a good bit more for my animations which is why I don't offer commissions to individuals. Only companies.
