On May 16, 2024, state police officially arrested and processed Franklin, charging him with downloading and viewing illicit material. In November 2024, Franklin entered a plea agreement. He pleaded guilty to one third-degree felony count of criminal use of a communication device, while the 10 counts of possessing child pornography were dropped. He was sentenced to 24 months of probation and ordered to undergo a sexual offender evaluation. Following his conviction, the Bradford County District Attorney filed a court complaint to forcibly remove him from public office. That’s an important provision, but financial restitution and criminal accountability address different consequences of abuse. One should not be confused with the other. A plea agreement doesn’t automatically mean justice has been denied. But it shouldn’t automatically be treated as justice served, either. That distinction matters. When someone who once carried a badge faces allegations of abusing children, the public has every reason to scrutinize how the justice system responds.
