Empower Oversight is using data made public for the first time by @DrOz and AI tools to find potential Medicaid fraud, and what we found in Kentucky should shock you.
"We wrote a letter to CMS, and we said, we think psychoeducation as a billing code is ripe for fraud, it's a problem."
@BobbyCheren exposes how Kentucky astonishingly accounted for 75% of nationwide Medicaid billings for "psychoeducation." @jsolomonReports @AmandaHead
I certainly hope this isn't read in some quarters as an invitation to charge Trump in 2029. Overturning the immunity decision would take a prosecution of a former president, and he's the one some people are already talking about charging once he leaves office.
Justice Sotomayor: "There's some opinions that I hope in my lifetime will get overturned. The immunity case is one of them."
I respect her, and her dissent was a serious one. But think about what it would take. The Court can only overrule Trump v. United States in a criminal prosecution of a former president. So the hope, put plainly, is that within her lifetime a Justice Department charges a former president with a crime and the case reaches her court.
That's a strange thing for a sitting justice to say

I taught high school for two years. Messaging a student one-on-one where no one else could see it would have been unthinkable — not because of a rule, but because it was obviously wrong.
Most districts already require this. Tristan’s research shows the state only recommends it. Mandating it isn't new regulation, it's catching policy up to what responsible districts already do.
And we shouldn't need a criminal case before an unmonitored channel counts as a problem. Catching the inappropriate use early is the whole point.
Let’s get this done immediately.
Both this and the Elliot Pritt grooming started with an adult messaging a student one-on-one. Why does the State Board of Education policy only "recommend" that adult communication with students occur via district-sponsored applications? I believe most districts require that any educator or coach electronic communication with students not be one-on-one (with necessary exceptions, like a family relationship), but we should mandate that requirement statewide.

West Virginia should study three year Bachelor’s degrees at its public colleges, starting with Hospitality at Concord and Cybersecurity at Marshall.
NYU wants three-year bachelor’s degrees. Nothing in West Virginia law requires a degree to take four years or 120 credits.
I’m proposing a 2027 bill that has every public college study whether it can offer a three-year option, for the students who want one.

Former West Virginia Governor and Senator Jay Rockefeller has died at 89.
One anecdote. He lost the 1972 governor’s race to Arch Moore while outspending him two to one. He came back and won in 1976. When Moore tried to take it back in 1980, Moore’s people handed out bumper stickers reading “Make him spend it all, Arch.”
Rockefeller spent something like $12 million. He won by nine points.
I’ve never managed to find a photograph of that bumper sticker, and I’d very much like one.

It’s very important for people to have accurate information about government policies that impact them. Thanks to Cardinal Institute for clearing this issue up. I hope this helps the press inform readers and viewers exactly what is happening.
West Virginians in households receiving SNAP are exempt from Medicaid’s new work requirement if SNAP already applies a work requirement to them. The state doesn’t have to verify their SNAP work hours to apply that exemption.
That distinction matters when reporting on families who rely on both programs.
Feb. 17, 1902: the Secretary of War told a senator the Army fought in the Philippines "with humanity never surpassed." The same day, the Army's top general wrote it was waged "with marked severity."
The highest-ranking whistleblower in American history?

If you’re a Republican looking at national results and results in other states still awake and doomscrolling Twitter, I recommend you listen to the song someone in EPA actually sent Administrator Gina McCarthy right after the Supreme Court’s stunning stay of the Clean Power Plan: Tom Petty’s I Won’t Back Down. Give it a listen, then get some sleep, because there’s work to be done.
He had the cart. He had the coolbox. What Harryson Shume did not have was anyone to tell him how the ice cream trade in Kilifi actually works.
A friend told him. His customers now call him Rambaramba, which means ice pops in Swahili.
One conversation. We are trying to make it ordinary.

In 1215, English barons made King John agree that most taxes needed “the common counsel of our kingdom.” It took 811 years of Parliaments, revolutions and amendments for that promise to reach you. Today you get to give your consent. Go vote.
Don Jr. said yesterday Democrats want to make Ohio a state. They're late. But Congress may have only done the job in 1953, retroactive to 1803, while the Senate laughed. A West Virginia senator had the legal term for it: nunc pro tunc. Today's Greenbrier Street Brief:
