🚨 BREAKING: The US Department of Justice has filed formal memoranda urging a federal court to certify Andrew and Tristan Tate for extradition to the UK.
The DOJ argues there is probable cause to believe the brothers committed the alleged offences, including rape, human trafficking, assault and indecent images of a child.
The extradition hearings are scheduled for November 19 (Andrew) and November 20 (Tristan).

3 Russian diesel tankers are steaming for the US.
One is under sanctions, the FT reports.
The first carries 40k tons, about 300k barrels.
It reaches New York around 7 November.
The US burns roughly 4m barrels of diesel a day.
Now Congress is going after everyone who would touch the cargo.
A bipartisan group of lawmakers, including Republican Thom Tillis, wrote to 6 banks and 4 ports:
🏦JPMorgan, Bank of America, Citi, Wells Fargo, Goldman Sachs, Morgan Stanley
⚓️Houston, Beaumont, Corpus Christi, New York and New Jersey
Their argument: a 2022 law bans Russian oil imports, and the White House can’t waive it.
They asked the banks and ports to preserve their records by 28 October.
The White House can pause sanctions.
It can’t stop a future Congress from investigating.
So every bank that finances the cargo, every port that stores it and every buyer that takes it carries that risk.
Diesel is $6.28 a gallon, and one cargo won’t fix it.

🛢️🇷🇺A Russian diesel tanker is heading for New York.
It left Primorsk on the Baltic and has been intermittently signalling New York as its destination.
If it arrives, it would be the first Russian diesel cargo into the US since Washington banned Russian oil imports in 2022.
The size is easy to picture.
Russia says its first US cargo carries about 40,000 tonnes, around 300,000 barrels.
That’s almost exactly the 315,000 barrels the US is lending from its Northeast heating oil reserve this month.
It’s also about two hours of US diesel demand.
So this one cargo won’t change the price on its own.
What matters is where it is going.
New York Harbor is where US diesel futures are priced.
It’s also the market feeling the shortage most, ahead of the heating season and the midterms.
Russian diesel used to fill this gap.
In November 2021, four tankers brought about 2 million barrels into New York and New Haven in a single month.
Then came the war, the sanctions and the ban.
Now Moscow has partly lifted its own export ban after the deal with Washington.
Its plan is 300,000 tonnes in October, 500,000 in November and 1 million in December.
The first cargo is small, but it shows how far the diesel shortage has pushed policy.

WATCH: 🇷🇴 Antena 3 CNN has released footage from inside the burned building at Romania’s Carfil weapons factory in Brașov, following a fire linked by Romanian intelligence to a sabotage operation coordinated by Russian intelligence services.
Romanian authorities say the network was coordinated from Russia and had been assigned targets across the region, including arms manufacturing facilities and other military-related sites. Security has since been increased around military units and defence facilities across Romania.
BREAKING: 🇷🇴🇷🇺 Romania’s intelligence service (SRI) has uncovered a Russian intelligence-directed sabotage network involved in a fire at the Carfil military industrial platform in Brașov, Romania, on September 14.
According to the SRI, the network was coordinated from Russia and involved several citizens of former Soviet states living in EU countries. Judicial proceedings are underway in Romania and in cooperation with authorities in other European countries.
Investigators say Russian coordinators had assigned the network additional targets across the region, including arms factories and other military and industrial facilities. The SRI also identified other sabotage attempts in Romania this year, including at facilities used to train Ukrainian armed forces.
Romanian authorities say the operations aim to intimidate European countries, damage their defence capabilities and undermine regional security. The investigation is ongoing, with Romanian intelligence working alongside national agencies and European partners.

The population lives in a state of constant fear, due to a harsh counterintelligence regime.

The HIV epidemic has spread to almost 30 regions of Russia and has extended beyond high-risk groups, according to Rospotrebnadzor (the Federal Service for Surveillance on Consumer Rights Protection and Human Wellbeing).
The number of people living with HIV continues to grow, and the virus is now spreading not only within high-risk groups but also among the general population.
Among men aged 40 to 50, HIV has been detected in more than 3%. In total, over 1.2 million people in Russia are living with this diagnosis.

Different Leave figures promoted different destinations.
Norway-style arrangements were openly discussed, and Norway participates in the Single Market with free movement.
So it is historically incorrect to retrospectively compress every Leave vote into: 17.4 million people voted specifically to end freedom of movement.
Free movement was a major issue in the 2016 campaign, amplified by Nigel Farage’s notorious “Breaking Point” poster, which was widely condemned as racist.
But it was NOT the proposition on the ballot paper.
Yesterday @bbclaurak repeatedly treated freedom of movement as the defining core of the 2016 Brexit decision.
She explicitly told @AngelaRayner that free movement was “at the heart of the Brexit debate” and repeatedly pressed her on whether it should return.
But the actual referendum question asked only whether the UK should remain in or leave the European Union.
It did not ask voters whether Britain should:
• leave the Single Market
• leave the customs union
• end freedom of movement
• or adopt any particular model of Brexit.
Those choices came afterwards.
2016 decided EU membership.
It did not write every subsequent interpretation of Brexit permanently into the constitution.

France's government tried on Monday to defuse the student revolt that kicked off this autumn's wave of unrest. After meetings with Prime Minister Sebastien Lecornu, Education Minister Edouard Geffray and Higher Education Minister Philippe Baptiste announced a package: Parcoursup, the national university admissions platform students call opaque and unfair, will be replaced for the 2028 intake, with clearer criteria and an explanation for every rejection in 2027. First-year high school classes will be capped at 28 pupils, starting in 2027 in the least advantaged half of high schools and everywhere in 2028. The government promised 15,000 extra higher-education places over 2027 and 2028, 10,000 of them in two-year technical programmes.
There is money attached, though much of it is loans and multi-year pledges. The package includes a 4 billion euro envelope of preferential loans to regions for school renovation through 2030, 1 billion euros for university campuses through 2029, and student grants indexed to inflation from 2027. The government says it will cancel planned secondary-school job cuts and add 500 teaching posts in the 2027 budget bill. "These commitments are costed, funded, with deadlines known to all," Baptiste said in the ministry's statement.
Students were unmoved. "Not all our demands have been satisfied, and we will see this through to the end," said Louis Letoublon of the high school group Les Lyceens!, calling for new protests on Oct. 31 and Nov. 5, Politico reported. The national university union UNEF said the government was "once again missing the point." Students have asked for up to 250,000 extra places, according to Politico, so the government's offer falls far short of their headline demand.
Why it matters beyond France: the school blockades were among the first sparks of a broader movement that turned into cost-of-living protests and then riots, with hundreds of arrests on the last two weekends. A rejected offer and a call to march on Halloween weekend set up another test for Lecornu's fragile government, which still has to pass a 2027 budget. Many of these promises depend on that budget.
