The problem is that if there's no Ai they could have digged into some good blender or unreal engine courses and learned ton of stuff to make something like this

I think it's more of a timing thing. I'm not too familiar with the situation, but it looks like it sets a hard line of "It wasn't a rule before this point, so there's no punishment." I'd compare it to tournaments locking the map pool the day of the tournament start in case Valve changes it on a Friday.
