It was Tony Benn as Secretary of State for Energy under Wilson, and then Callaghan, 1974 to 1975, that sold the licenses for North Sea gas and oil. He proposed a sovereign wealth fund similar to Norway, but was out voted by Cabinet who wanted the income for other things.

Labour created the BNOC, British National Oil Corp, in Glasgow. Thatcher privatised it as Britoil, but ensuring gov control with a "golden share".
