CNA’s Dave Kaufman moderated a panel at the National Emergency Management Association annual conference in Little Rock, Arkansas, this week. This panel examined the homeland security and emergency management implications of foreign governments acquiring large parcels of land across the United States. Dave’s previous service in senior positions in the US Department of Homeland Security and FEMA added valuable insight into the potential risks to national security and challenges these acquisitions present for state and local governments.
CNA’s Austen Hawk presented her research on Developing and Validating a Regional Boil Water Advisory Emergency Response Plan following Hurricane Helene at the annual conference of the Association of State Drinking Water Administrators. CNA analysts, fellows, and trustees engaged in a timely discussion at our headquarters Monday on China’s “Ports of Power,” led by Adm. James Foggo, USN (ret.); Hon. Mark Kennedy; Heidi Holz; and Jeffrey Kucik. Kennedy, a CNA senior fellow, is a coauthor of a report by that name, with a forward by Adm. Foggo, another CNA senior fellow. The discussion centered on China’s meteoric rise in global maritime port infrastructure over the last two decades and examined potential responses from the US. Thank you to everyone who attended to learn about this critical issue.

Other key takeaways:
• Officers frequently override the standard recidivism risk tool because they believe it underestimates the danger posed by violent extremist offenders.
• A lack of consensus on how to define recidivism has complicated the work of estimating recidivism rates for this population, leaving officers to rely on personal impressions rather than evidence.
• Investments in training mental health providers to work with this population, and formalizing guidance for probation officers working with this population, are critical as the number of violent extremist releasees grows.

CNA’s Bryce Peterson asks: do prison tablets make facilities less safe?
Prison tablet programs have emerged to provide new rehabilitation tools while increasing facility safety, but correctional leaders have had little rigorous evidence to guide decisions regarding adopting them. Our research found that correctional administrators can introduce tablets without expecting a short-term increase in misconduct.

CNA’s Cait Kanewske, Vivian Elliott, and Kaitlin DePartee examined the AI policies of California, Texas, Colorado, and Utah. These states were early adopters of governance requirements that directly affect law enforcement. Together, these laws provide an early road map for how law enforcement agencies nationwide may be expected to manage AI.
