On October 23th, China released the Progress Report on the Global AI Capacity-Building Action Plan at the 2026 Global Governance Forum (Xiong’an), reviewing two years of cooperation outcomes, practical experience and concrete cases.
The report emphasizes that access to technology is the starting point, and independent development is the goal. It calls for demand-driven approaches, joint consultation and co-development, openness and open source, and coordinated efforts to advance the supply of AI models, data and talent.
China welcomes more countries to join the World Artificial Intelligence Cooperation Organization (WAICO) and explore new pathways for international cooperation on AI capacity-building, promoting the beneficial and inclusive development of AI through concrete actions.
