November 24, 2021 internal IRCC Memo states that FSWC processing times are expected to rise to 36 months in 2022 and that the Federal High Skilled admissions target in upcomming years could be reduced by more than 50% due to the TRPR backlog and Afghan refugee resettlement.

The TRPR pathway opened on May 6, 2021. It received 40,000+ applications that day, and 77,000+ total. IRCC's goal was to finalize 35,000 to 44,000 applications in 2021. As of September 5 it had opened 20,256, did completeness checks on 12,730, and passed eligibility for 889.

You need to dig deep into the press releases to see that the "new" college is literally a continuination of the ICCRC with a new name and governance structure. I actually think that this continuity is good as it gives the regulator time to mature and grow expertise.
