Jonathan Hunter Kramer of Valencia had allegedly pledged allegiance to ISIS online, offered to distribute explosives manuals and wrote about preparing for his "mission" while saying he still needed a "weapon," according to a federal criminal complaint. Agents had been tracking him since an anonymous tip in March flagged that he was ordering "mysterious" packages shortly after his release from a juvenile detention facility.
