Actually they have. But I point you to page 41 of the Budget review (silly of me, I'm sure you must have read it already) which graphically demonstrates the frailty of SA's taxpayer base. To wit: that a mere 235 542 people pay 33.1% of ALL personal income tax. You think a wealth tax is going to do the trick?
