It's far easier to coordinate and align incentives around discrete functionality rather than fuzzy governance proposals.
Along these lines, version 2 of @KlimaProtocol did exactly that: make carbon pricing and capacity discrete functions in the protocol governance
Here's how it works:
When you allocate kVCM tokens to a carbon class, you increase the price-per-tonne for both buyers and suppliers of that class.
Allocating K2 to carbon classes narrows the spread for that class, making it easier to trade.

2010: $10M on marketing, 30% share
2024: $86M on marketing, 2.8% share
almost 9x the spend for a tenth of the users. since 2021 marketing nearly tripled and share kept sliding. if the trend holds they're spending ~$120M this year to stay at 2.6%.
the dashed bars are my extrapolation, mozilla hasn't reported 2025–26 yet. but the trend doesn't leave much room for optimism. you can't buy your way back to 2008 with meme cameos.
