Bengaluru-based DPIIT recognised CoRover has secured a contract from the Ministry of Electronics and Information Technology (MeitY) to develop a Unified AI Assistant and Bot Platform for government services, with DigiLocker set to be its first implementation.
The platform aims to transform citizen access to digital services through conversational and agentic AI capabilities, enabling users to retrieve, share and manage documents through a secure, consent-based interface. Designed as a reusable framework, it will enable government departments to deploy AI-powered assistants without building separate systems from scratch.
With a focus on multilingual capabilities, AI governance, security and human oversight, the initiative marks a step towards making government services more accessible, efficient and scalable through emerging technologies.

A Bengaluru startup just beat a global giants like Deloitte, KPMG, EY for a national AI contract. 🇮🇳
CoRover scored a perfect 100 in a MeitY tender to build an AI assistant platform for Indian government departments. Kyndryl scored 91.24.
• Deal worth about ₹3.63 crore, won through an open QCBS tender run by NeGD, where bids are scored on quality and cost
• DigiLocker comes first: a 4-month build plus 12 months of support
• Then one reusable "bot-as-a-service" platform on CoRover's own BharatGPT, so other departments don't start from zero
CoRover is founded and led by Ankush Sabharwal, with co-founders Kunal Bhakhri and Manav Gandotra. It's VC-backed and already built IRCTC's AskDISHA and an AI lab for the Indian Army.
