OG anime fans actually loved "To Love Ru" and this perception you have that it was unpopular is outright false.
To Love Ru reached over 16 million copies in circulation in 2017 before anime and manga was extremely mainstream in the West.
It was ranked #20 in a 2014 Da Vinci magazine reader poll of the greatest Weekly Shonen Jump manga of all time and was voted the most "ecchi" Jump manga in a 2018 Goo poll.
