“We want to make sure that we operationalize the BPO policy, the Digital Vision 2040, and even as we talk about the 10X.” Patrick Kagenda challenged Uganda’s ICT sector to move beyond policies, projections and potential, and focus instead on turning ambition into measurable action. He called for stronger incentives for IT and IT-enabled service exports, better opportunities for capable local firms and SMEs, stronger data protection, clear standards and certifications, and greater coordination across the sector. That shift from talking about potential to building for performance, he argued, is what will determine how far Uganda can go. Looking towards 2040, he pointed to the opportunity for ICT, IT-enabled services and exports to make a significant contribution to the national economy while building Uganda’s reputation for trusted, high-quality technology talent.
