New on Pitz Defense Analysis website:
The Philippine Army successfully received the deliveries of troop transport vehicles from Isuzu Philippines, in consortium with local companies specialized in setting up this configuration.
The vehicles provides both logistical and self reliance benefits, as there is abundance of spare parts in the civilian truck market while local companies are available to provide specialized vehicles like this should there be additional orders.
Both truck variants, the F series and N series, will help the Philippine Army improve its supply network for both wartime and peacetime purposes, including providing support during natural calamities.

Both the Philippine and Japanese governments are working out the processes to make the earliest transfer of the first Abukuma-class destroyer escort possible, especially given that the former is in need of more hulls to intensify its operations within its maritime domain in both territorial and exclusive economic zone areas.
This comes as Philippine Defense Secretary Gilberto Teodoro Jr. and Japanese Defense Minister Koizumi Shinjiro met on the sidelines of the ASEAN Defense Ministers Meeting (ADMM+) in Cebu City, as the Philippines is currently its chair for 2026.
The development, upon realization, will make it more likely that the Philippine Navy will receive its first destroyer escort of this type from Japan by the first quarter of 2027. However, there are no details yet as to its new nomenclature classification, the name it will bear, and the pennant number that corresponds to its new identification.

Just recently, we reported the passage of the Liaoning Carrier Strike Group of the People's Liberation Army Navy (PLAN) through the Basilan Strait, near Zamboanga City, as it passed through the southern part of the country.
The full picture was unveiled, with both the Philippine Navy and the Philippine Coast Guard actively monitoring the carrier strike group, where the former deployed the BRP Diego Silang (FFG7) frigate first; it was then accompanied by BRP Emilio Jacinto under the Western Mindanao Naval Command, then the BRP Sarangani of the Philippine Coast Guard when it passed near Sarangani province, and then the BRP Artemio Ricarte when it passed into the jurisdiction of the Eastern Mindanao Naval Command.
While the entire passage can be dismissed as basically an innocent passage under international law, plus the area near Basilan Strait being a valid maritime route under the Archipelagic Sea Lanes Law or RA 12065, the appearance of the Liaoning Carrier Strike Group is still a cause of concern worth monitoring at that time, given the increased tensions between the Philippines and China as of late.

The recent collision of both SF-260FH basic trainers of the Philippine Air Force in a basic training course that took place in Batangas, raises the need to get a new type of trainer aircraft that comes with an ejection seat, especially that the basic trainer aircraft that involved in an incident does not have such feature where it could have saved the pilots if it have as a mechanism onboard.
Apparently, the previous offers made by various aerospace manufacturers such as the Korea Aerospace Industries or KAI, which is primarily responsible for supplying the FA-50 light fighter lead-in trainers to the Philippine Air Force, comes with the rationale that will help slowly replace the likes of the SF-260FH basic trainers while giving additional safety features that will increase the likelihood for its pilots to survive.
The aircraft mentioned refers to the KT-1 Woongbi aircraft that the Korean aerospace manufacturer offered to the Philippine Air Force at one point, and the offer surrounding this aircraft is worth revisiting through the article link below.

TEODORO SLAMS CHINA FOR ‘UNDERMINING ASEAN’ CLAIM
WATCH: Defense Secretary Gilberto Teodoro Jr. said only the Association of Southeast Asian Nations (ASEAN) members can “characterize” the organizations’ processes during his press conference following the ASEAN Defense Ministers’ Meeting-Plus (ADMM-Plus) on Thursday, Oct. 29.
He challenged China’s claim of being “undermined” on its part in the dialogue and the essence of ASEAN.
“So far as ASEAN is concerned, I do not believe our ASEAN member countries feel that way,” Teodoro said. “If not, they would have let me know.” | Mikaella Veraces

If only someone could have predicted this.

Meh. Defense ministers and defense attaches are NOT "counterparts". I say this as a former defense attache myself: being received by an undersecretary is perfectly honorable. If they wanted Sec Teodoro to personally receive him they should have sent their defense minister.

SeaLight Investigation: A Conspiracy Made in 🇨🇳#China
Whoever wrote the obviously fake 🇵🇭Teodoro letters thinks in Chinese official lingo, argues like China's foreign ministry and found his distributors among Beijing's friends.
Imagine the #Philippines' Harvard Law-trained defense secretary Gilberto Teodoro writing a formal, unclassified letter to an obscure 🇺🇸US Embassy officer -- on official letterhead and over his own signature -- to confess to everything his critics say about him.
That's what the "Teodoro letters" ask you to believe, but whoever made them forgot to cut off the "Made in China" tag.
The letters don't read like a Filipino official, or frankly anyone proficient in English. They read like Chinese bureaucratese translated word for word from Mandarin.
One sentence pairs "complete qualifications" with "good reputation," a stock formula Chinese agencies use when choosing contractors.
The May letter calls Washington "the US side", while the Armed Forces of the Philippines is inverted into the "Philippine Armed Forces" by its own Secretary; and what the China Coast Guard does in the West Philippine Sea is referred to as "law enforcement."
Oh, and the author has a real problem with the article, "the". Almost as if it was written by someone whose language doesn't have an equivalent.
In other words, someone used to reading Chinese accounts in the Chinese language.
The July letter even recasts Beijing's own talking points about the July 20 clash as a Teodoro confession. Because that's totally what a highly educated Filipino politician and attorney would do. 🙄
And the people who had the letters first? All friends of Beijing, without exception.
The Philippine Department of National Defense says the letters are fake. They clearly are, and they're bad fakes at that ... right down to the 100% identical signatures.
The more interesting question is who wrote them. SeaLight Director @GordianKnotRay lays out the evidence, and it points directly back to Beijing.

Image: There were reports disclosed that the Liaoning Carrier Strike Group of the People's Liberation Army Navy got detected off the coast of Zamboanga City, near Basilan Strait.
Apparently, it will be justifiable as the patch of water comes as part of the archipelagic sea lanes set by the Philippines, although this is still a cause of concern given the recent tensions between China and the Philippines.
The Armed Forces of the Philippines was made aware of the situation, although its actions will not be disclosed, citing operational security reasons.

Tinuruan ako ng aking mga magulang na huwag magsalita ng masama laban sa matatanda. Pero since nagmumura na si Lola, let me respond.
Una, your statements proved only one thing: kung bakit you were not able to at least be the National Security Adviser kahit one year man lang. Imagine mas galit pa kayo sa akin kaysa sa China.
Pangalawa, i can still remember why you asked me bakit kita tinatanong (“Why me?”) about our deployment in the WPS to respond to China’s presence that i have to remind you that you were the chairperson of NTF-WPS during that time.
Pangatlo, im wondering bakit mo ako bina-badmouth ngayon. Pero na-realize ko rin: siguro kailangan mo talaga ng support, ang mahal na kasi ng diesel. Pasensya na, maam, di ko na po kayo nabigyan ng gas slips.
Anyone who was part of the NTFWPS dyirng her time as NSA would definitely state that she never did anything to stand up for our rights in the WPS. We need to remember that the transparency initiative in the WPS only started when she was replaced and when Gen Eduardo Año took over.

A major 🇨🇳#PRC maritime militia rotation has begun in the #SouthChinaSea, with 24 of the large Qiong Sansha Yu ships leaving 3 ports on Hainan Island headed SW toward the Spratly Islands & Scarborough Shoal.
Meanwhile, 8 militia ships have left Scarborough toward Hainan. It is likely that we'll see similar departures begin from the Spratlys once the ships headed that way get closer.
For the first time in the Philippine history, the exchange rate between US Dollar and the Philippine peso hit Php 63.361 per one dollar.
This lowest exchange rate between the peso and the dollar will definitely have an effect to the entire modernization efforts of the Armed Forces of the Philippines, as they will find each acquisition projects more expensive now as funding it requires exchange rate considerations for it to function properly, as most of the military hardware bought by the military came from the overseas.
Given this disparity, it will give a hard time for the defense planners into getting a project within the approved budget, as the price tag, usually quoted in dollars, might get unbearable especially when budget requests and procurement processes are done in peso.
A stronger peso in this case might not happen soon, and it there is a high likelihood that the exchange rate might slip to US$1.00 = PHP 65.00 by the end of the year 2026.

Here is some details rarely discussed about the Philippine Navy's manpower pool.
While it strives to get more personnel as it is through recruitment, it currently does not have enough crew to man them, as it needs to pool some personnel from the Littoral Combat Force just to man its large capital assets.
That leaves some small vessels like the Andrada-class insufficiently manned, which itself is problematic as the vessels are still functional for littoral patrol objectives.

In a disappointing yet not surprising development, the modernization budget proposed by the Department of National Defense for the Revised AFP Modernization Program under Fiscal Year 2027 is at Php 134 billion, of which only Php 50 billion is approved under the National Expenditure Program or NEP.
The budgetary concern is always a recurring problem for the department as it embarks on getting multi-billions worth of modernization projects, although their acquisition plans always run short, given the deficiencies highlighted by a small available allotment set aside for its modernization efforts.
To take note, the 2027 budget through the current National Expenditure Program (NEP) does not have any available Unprogrammed Appropriations for the Revised AFP Modernization Program, which means that the amount provided will be the only one available for funding the ongoing transformation within the Philippine military.
