You guessed correctly! This is a Matrix-style rain effect on an original Green Monochrome monitor from 1981! Written in BASIC.
What's special about it is that the screen's hardware physically creates the exact trailing afterglow that digital artists try to simulate artificially on modern displays, because the IBM 5151 uses a long persistence green phosphor.
When an electron beam excites the phosphor coating, it continues to glow for a fraction of a second after the beam moves away, leaving a natural ghosting effect.
It's the real deal! Not a special effect!

Discord will start making messages from Discoverable public servers searchable on Google and other search engines from mid-December.
The feature is ON by default in most regions, but you can opt out:
User Settings → Data & Privacy → turn off “Show my message content from Discoverable channels on web pages.”
In the EU, UK, Canada, Brazil, Australia and South Korea, it will be OFF by default.
Private servers, DMs and group DMs are not included. Usernames and avatars won’t appear alongside indexed messages.
