Phil Zimmermann was under federal investigation when he said the sentence he is remembered for.
"If privacy is outlawed, only outlaws will have privacy."
The line was a play on a gun rights slogan, and it made the same point. Restrictions on encryption do not stop criminals, who will use it anyway. They only stop the law-abiding.
He gave PGP away for free specifically so that the choice to use it would not depend on anyone's permission.
Thirty years on, that is still the argument against every proposed ban.

In 2025 a software developer stood trial in New York for writing code.
Roman Storm co-wrote Tornado Cash. The government charged him with money laundering, sanctions violations, and operating an unlicensed money transmitter, on the theory that publishing privacy software made him responsible for how every user used it.
The jury convicted on one count, the unlicensed transmitter charge, and deadlocked on the rest.
The question of whether writing and publishing code is a crime has been in courtrooms since the PGP investigation in 1993. It still is.
Cypherpunks have never stopped fighting this one, because losing it would end the whole project.
