A former human resource officer at the County Assembly of Kiambu has been convicted and fined Kes1,060,000 for falsifying academic documents to secure employment.
In a judgment delivered on October 22, 2026, Milimani Anti-Corruption Court Magistrate Hon. Isabellah Barasa convicted Ms. Margaret Njeri Mbugua on three counts of fraudulent acquisition of public property, uttering a false document and presenting a forged certificate after she pleaded guilty under a plea agreement with the Director of Public Prosecutions (DPP).
On each of the three counts, the court fined Ms. Mbugua Kes20,000 with a default sentence of six months imprisonment for each count. The court also ordered the accused to pay Kes1,000,000 in compensation to the Government on the charge of fraudulent acquisition of public property.
Investigations by the Ethics and Anti-Corruption Commission (EACC) established that the accused submitted a forged Kenya Certificate of Secondary Education (KCSE) certificate for examinations purportedly undertaken in 1996 at Gachoire Secondary School to secure employment at the County Assembly of Kiambu. She later used the document to secure employment at County Assembly of Kiambu, where she received a salary of Kes4,921,953.80 between November 2020 and August 2025.
She was subsequently charged with four offences: forgery of a KCSE certificate, fraudulent acquisition of public property, uttering a false document contrary to Section 353 as read with Section 349 of the Penal Code, and presenting a forged certificate contrary to Section 34(a) of the Kenya National Examinations Council Act. She pleaded guilty to the latter three charges.
The Commission welcomes the conviction, noting that the outcome serves as a deterrent to individuals who engage in similar criminal conduct.

EACC Vice Chairperson Dr. Monica Wanjiru Muiru has highlighted asset recovery as a practical demonstration of accountability, emphasising that recovering assets acquired through corruption and restoring them for public benefit helps build confidence in public institutions.
Dr Muiru represented the Commission at the Trust Summit 2026 โ Nairobi Dialogue on Global Trust, held from 21 to 23 October 2026 at Glee Hotel, Nairobi.
Speaking during the Leadership Baraza, โStanding on Solid Ground of Democratic Values,โ moderated by Ms Janet Mbugua, she highlighted the Commissionโs asset recovery efforts as an example of translating integrity commitments into tangible outcomes for the public.
She also challenged delegates to take personal responsibility for combating corruption, stressing that building an ethical society requires action by both institutions and individuals.
EACC welcomes the Summitโs focus on rebuilding public trust through accountable leadership, credible institutions and practical commitments. The initiative provides an opportunity to strengthen partnerships and advance a shared responsibility for integrity in public life.

A former employee of the Office of the Auditor-General (OAG) has been arraigned before the Milimani Anti-Corruption Court over allegations of forging a Kenya Certificate of Secondary Education (KCSE) certificate and using it to secure employment.
The suspect, Mr. Elisha Okung Oguma, was arrested by the Ethics and Anti-Corruption Commission (EACC) this morning at his residence in Kibera.
Investigations by the Commission revealed that the accused allegedly forged a KCSE certificate purportedly issued by the Kenya National Examinations Council (KNEC), indicating that he had sat his examinations at Orero Secondary School. He presented the falsified certificate to secure employment at the OAG, resulting in the fraudulent acquisition of public property valued at Kes5,876,203.89.
Upon conclusion of the investigations, the Commission forwarded the inquiry file to the Director of Public Prosecutions (DPP), who approved the prosecution of the suspect on charges of forgery, presenting a forged certificate and fraudulent acquisition of public property.
The accused was released on a cash bail of Kes300,000 or an alternative bond of Kes 800,000, with a surety of a similar amount. The matter will be mentioned on November 5th 2026 for directions.
The Commission remains committed to investigating cases involving falsified academic certificates and urges the public to report suspected cases to ensure that those responsible are held accountable in accordance with the law.

In a judgment delivered on October 16, 2026, ๐๐๐๐๐ถ๐ฐ๐ฒ ๐๐ฒ๐ป๐ท๐ฎ๐บ๐ถ๐ป ๐ ๐๐๐๐ผ๐ธ๐ถ ruled in favour of the Commission, finding that the payments made to Lillian Achieng and David Obonyo under the guise of salaries were fraudulent and unlawful.
The case arose from investigations into the irregular transfer of public funds from the Homa Bay County Assemblyโs salary suspense account to a joint bank account held by Achieng and Obonyo.
๐๐ป๐๐ฒ๐๐๐ถ๐ด๐ฎ๐๐ถ๐ผ๐ป๐ ๐ฒ๐๐๐ฎ๐ฏ๐น๐ถ๐๐ต๐ฒ๐ฑ that between December 24, 2015, and December 22, 2017, Otieno, then the Assembly Clerk, authorized transfers totaling Kes12,571,166.50 to the joint account.
The Commission established that Achieng was a teacher employed by the Teachers Service Commission, while Obonyo was the Business Growth and Development Manager at Equity Bankโs Homa Bay Branch during the period under investigation. Neither was a supplier or contractor to the County Government or Assembly.
The transactions involved varying amounts transferred on sporadic dates, a pattern inconsistent with regular salary payments. The Commission consequently filed a recovery suit seeking the return of the funds under ACEC Suit No. E011 of 2022.
In its judgment, the court held Otieno liable for causing the loss of public funds through corrupt and fraudulent conduct. Achieng and Obonyo were also found liable for fraudulently receiving public money for work not done or services not rendered.
