𝗕𝗲𝘆𝗼𝗻𝗱 𝗕𝗼𝗿𝗱𝗲𝗿𝘀: 𝗘𝗖𝗦𝗔-𝗛𝗖 𝗖𝗮𝗹𝗹𝘀 𝗳𝗼𝗿 𝘀𝘁𝗿𝗼𝗻𝗴𝗲𝗿 𝗿𝗲𝗴𝗶𝗼𝗻𝗮𝗹 𝗰𝗼𝗼𝗿𝗱𝗶𝗻𝗮𝘁𝗶𝗼𝗻 𝘁𝗼 𝗰𝗹𝗼𝘀𝗲 𝗴𝗮𝗽𝘀 𝗶𝗻 𝗘𝗯𝗼𝗹𝗮 𝗣𝗿𝗲𝗽𝗮𝗿𝗲𝗱𝗻𝗲𝘀𝘀 ECSA-HC has presented critical findings from Ebola Virus Disease (EVD) readiness assessments conducted at nine Points of Entry across Zambia, the Democratic Republic of the Congo (DRC), Rwanda and Zimbabwe, revealing that none met all the critical requirements for full readiness. Speaking at the recently concluded Regional Economic Communities (RECs) Coordination Meeting in Lusaka, Zambia, Dr. Mohamed Mohamed, ECSA-HC Senior Epidemiologist and Project Lead for the World Bank-funded Health Emergency Preparedness, Response and Resilience Multiphasic Programmatic Approach (HEPRR-MPA), called on RECs to strengthen collaboration, complement one another’s efforts and avoid working in isolation. Dr. Mohamed emphasised that Member States often belong to overlapping RECs, making it essential to coordinate preparedness activities, strengthen national capacities, harmonise approaches and share lessons learned across borders. “𝙋𝙧𝙚𝙥𝙖𝙧𝙚𝙙𝙣𝙚𝙨𝙨 𝙘𝙖𝙣𝙣𝙤𝙩 𝙨𝙩𝙤𝙥 𝙖𝙩 𝙣𝙖𝙩𝙞𝙤𝙣𝙖𝙡 𝙗𝙤𝙧𝙙𝙚𝙧𝙨. 𝙊𝙪𝙧 𝙈𝙚𝙢𝙗𝙚𝙧 𝙎𝙩𝙖𝙩𝙚𝙨 𝙤𝙫𝙚𝙧𝙡𝙖𝙥 𝙖𝙘𝙧𝙤𝙨𝙨 𝙍𝙀𝘾𝙨, 𝙖𝙣𝙙 𝙨𝙤𝙢𝙚𝙩𝙞𝙢𝙚𝙨 𝙤𝙪𝙧𝙖𝙘𝙩𝙞𝙫𝙞𝙩𝙞𝙚𝙨 𝙘𝙖𝙣𝙣𝙤𝙩 𝙟𝙪𝙨𝙩 𝙚𝙣𝙙 𝙖𝙩 𝙤𝙣𝙚 𝙗𝙤𝙧𝙙𝙚𝙧 𝙥𝙤𝙨𝙩. 𝙒𝙚 𝙣𝙚𝙚𝙙 𝙩𝙤 𝙨𝙩𝙧𝙚𝙣𝙜𝙩𝙝𝙚𝙣 𝙈𝙚𝙢𝙗𝙚𝙧 𝙎𝙩𝙖𝙩𝙚𝙨, 𝙘𝙤𝙢𝙥𝙡𝙚𝙢𝙚𝙣𝙩 𝙚𝙖𝙘𝙝 𝙤𝙩𝙝𝙚𝙧’𝙨𝙚𝙛𝙛𝙤𝙧𝙩𝙨 𝙖𝙣𝙙 𝙨𝙝𝙖𝙧𝙚 𝙡𝙚𝙨𝙨𝙤𝙣𝙨 𝙡𝙚𝙖𝙧𝙣𝙚𝙙 𝙩𝙤 𝙞𝙢𝙥𝙧𝙤𝙫𝙚 𝙘𝙤𝙤𝙧𝙙𝙞𝙣𝙖𝙩𝙞𝙤𝙣 𝙖𝙣𝙙 𝙚𝙣𝙨𝙪𝙧𝙚 𝙖 𝙢𝙤𝙧𝙚 𝙚𝙛𝙛𝙚𝙘𝙩𝙞𝙫𝙚 𝙧𝙚𝙜𝙞𝙤𝙣𝙖𝙡 𝙧𝙚𝙨𝙥𝙤𝙣𝙨𝙚,” he emphasized. Through the HEPRR-MPA, ECSA-HC is demonstrating how regional collaboration can translate into practical action beyond national boundaries. Assessments covered border crossings on both sides of the Zambia–DRC, Rwanda–DRC and Zambia–Zimbabwe borders, as well as Harry Mwaanga Nkumbula International Airport in Livingstone, Zambia. This approach helps countries jointly identify preparedness gaps, validate findings and prioritise corrective actions. The meeting’s recommendations reinforced the need for coordinated investment in priority Points of Entry, formalised cross-border agreements, stronger regional workforce capacity and sustainable financing for health emergency preparedness and response. #ECSAHC #HEPRRMPA #RegionalHealthSecurity #EbolaPreparedness #CrossBorderCollaboration #RECs

The regional component is co-implemented by the East, Central and Southern Africa Health Community (ECSA-HC) and the Intergovernmental Authority on Development (IGAD), with support from the World Bank. The programme aims to strengthen health emergency preparedness, surveillance and response across Eastern and Southern Africa. Currently, the programme is being implemented in eight countries: Burundi, the Democratic Republic of Congo, Ethiopia, Kenya, Malawi, Rwanda, São Tomé and Príncipe, and Zambia. Angola, Botswana, Mozambique and Tanzania are expected to join in the coming months, further expanding its regional reach. Presenting the progress achieved so far, Dr. Mohamed highlighted key milestones demonstrating the programme’s contribution to regional health security. Through digital Point of Entry systems, 𝟭.𝟴𝟵 𝗺𝗶𝗹𝗹𝗶𝗼𝗻 𝘁𝗿𝗮𝘃𝗲𝗹𝗹𝗲𝗿𝘀 𝗵𝗮𝘃𝗲 𝗯𝗲𝗲𝗻𝘀𝗰𝗿𝗲𝗲𝗻𝗲𝗱, strengthening the early identification of potential public health threats. The HEPRR-MPA is implemented through four overarching components: strengthening the preparedness and resilience of regional and national health systems; improving the detection and response to health emergencies through a multisectoral approach; programme management; and an emergency response component. These interventions are contributing to stronger regional collaboration, improved preparedness and more resilient health systems capable of preventing, detecting and responding to public health emergencies.
