Installation milestone at the Bristol Armory! New rooftop solar and battery storage are now installed at the Rhode Island National Guard's Bristol Armory. The Rhode Island Office of Energy Resources and the Rhode Island National Guard worked together to develop this project, which pairs a new 52 kW rooftop solar array with a 120 kW / 587 kWh battery energy storage system. Together, they give the armory clean, on-site power and backup capability to keep critical operations running when the grid goes down. The project was co-funded with proceeds from the Regional Greenhouse Gas Initiative (RGGI), putting carbon market revenue back to work strengthening the resilience of a facility Rhode Islanders count on in emergencies. Thank you to the Rhode Island National Guard team and our installation partners for reaching this milestone.

Rhode Island’s clean energy economy needs skilled people, and OER is investing in programs that help them get there. One of those efforts is the Training for Residential Energy Contractors (TREC) program. Funded by a $1.15 million U.S. Department of Energy grant, TREC is helping Rhode Island build the contractor workforce needed to deliver home energy efficiency and electrification upgrades. Working with partners including Skills for Rhode Island’s Future, Building Futures, and Community College of Rhode Island (CCRI), TREC aims to: *Reduce the cost of training skilled employees; *Provide testing and certifications of contractors trained and educated to install home energy efficiency and electrification technologies; and *Partner with nonprofit organizations to develop and implement a State-sponsored workforce program. These goals include expanding the state’s Clean Energy Internship Program to high school students, who can intern with energy-efficiency companies during the summer through the PrepareRI program hosted by Skills for Rhode Island’s Future. They also include providing pre-apprenticeship and apprenticeship opportunities for new and incumbent workers in the heat pump industry through partnerships with CCRI and Building Futures.

The Office of Energy Resources (OER) and Community College of Rhode Island (@CCRINews) announce today the development and launch of a new HVAC/R and Heat Pump Workforce Training Program. OER is providing $200,000 to CCRI to develop a new energy training program that is scheduled to launch in the summer/fall of 2027. The OER funding will be used for CCRI to establish a hands-on instructional environment equipped with field-installable ducted and ductless heat pump systems, modern diagnostic instrumentation, and electrical learning systems. Over the past few years, OER has secured and launched over $90 million in heat pump incentive programs, with over 5,000 heat pump installations awarded as of September 2026. Developing the state's heat pump workforce is important for the state's growing clean energy economy, reducing thermal emissions and advancing our Act on Climate objectives. The CCRI program and curriculum for 2027 will be designed to support individuals interested in these energy career pathways and build the skilled workforce capacity necessary to support the state’s building electrification and heat pump efforts.

OER is happy to partner with Green & Healthy Homes Initiative (GHHI) on the Providence Whole House + Electrification Pilot program. Since the program launched in November 2025, 45 homes have received health and safety repairs, with 23 homes having completed weatherization to date. The pilot addresses pre-weatherization barriers, such as knob-and-tube wiring, mold, asbestos and moisture intrusion that too often cause low-income households to be deferred from weatherization programs. Once these barriers are resolved, homes are returned for weatherization services, with a subset also receiving electrification upgrades to improve indoor air quality and reduce long-term energy burden and greenhouse gas emissions. The program reflects GHHI's mission of ensuring every home is healthy, safe and energy efficient, and OER's mission of expanding access to clean, affordable energy for all Rhode Islanders. OER is excited to advance this from a pilot program to a long-term OER program effort with GHHI heading into 2027. Pre-weatherization challenges should no longer be a barrier for households looking to access weatherization, energy efficiency and electrification improvement opportunities.

The Office of Energy Resources (OER) today launched the $32 million Home Owner Managing Energy Savings (HOMES) Program. The U.S. Department of Energy approved the launch of the program, which will support heat pump installations in income‑eligible multifamily housing. The new heat pump program builds upon OER's active Clean Heat RI and New England Heat Pump Accelerator Mid-Stream Incentive Programs, which are supporting household heat pump installations across the State, reducing thermal emissions, advancing our Act on Climate objectives, and supporting an important sector in the State’s clean energy economy. OER has over $90 million in ongoing program investments supporting the State’s household electrification and heat pump installations in the coming years. Rhode Island is the first New England state to launch the HOMES Program, and the first state in New England to have both the federal Home Electrification and Appliance Rebate (HEAR) Program and HOMES Rebate Program active.
