T​he below commentary is based on my review and interpretation of records released through Public Records Request No. 25-6489. It is offered as a public-interest opinion regarding Oakland municipal governance, transparency, and accountability. Unless directly stated in the underlying records or official proceedings, I am not alleging that any individual committed a crime. While former Oakland City Administrator Jestin Johnson appears to have faded from public view, and G. Harold Duffey, former Oakland Assistant City Administrator and outgoing Brentwood City Manager, exits in his familiar “riding off into the sunset” style, the May 16, 2026 release of records in response to PRR No. 25-6489 may have opened a far larger City Hall story than the public was ever meant to see. The release reportedly produced more than 3,000 files, including text messages involving Johnson, former Mayor Sheng Thao, council members, mayoral appointees, City Administration staff, lobbyists, real estate investors, business executives, Port of Oakland commissioners, business associations, and group chats where Johnson participated. What emerges from these files appears to reach beyond the narrow public discussion surrounding the FBI’s case involving Sheng Thao. The records raise serious questions about internal communications, political influence, administrative decision-making, and whether Oakland residents were given the full picture about what was happening inside City Hall. Not everything troubling in government is necessarily criminal. But conduct can be legal and still be ethically corrosive. It can be procedurally defensible and still be politically revealing. It can fall short of a courtroom standard and still be unacceptable in a serious municipal environment. The records also raise substantial questions about the circumstances surrounding the termination of LaTonda Simmons. Based on my review, the files appear to support concerns that there may have been a coordinated internal effort around Simmons’ removal, along with an evolving justification process that deserves closer scrutiny. The public should know whether decisions were made through transparent administrative standards or shaped behind the scenes through political and personnel maneuvering. The communications involving Johnson and Duffey also appear to raise questions about succession planning and whether potential replacements, including Joshi or Phillips, were being privately discussed before the public received a clear and complete explanation of the decision-making process. The Mayor may have acted to accept Johnson’s resignation once the full scope of the issue became apparent. However, the timing and surrounding records raise fair questions about who inside the Mayor’s Office, City Attorney’s Office, and City Administration knew what, and when. Duffey’s assistant position being cut, along with appointed special citywide project staff being brought in, appears to warrant public review rather than quiet acceptance as routine restructuring. Taken together, the PRR No. 25-6489 files are not just a document release. They are a public accountability trail. They raise questions Oakland residents have every right to ask about transparency, internal power, personnel decisions, political influence, and whether City Hall operated with the level of integrity the public deserves.
