The French Defense Procurement Agency (@DGA) has rapidly developed the low-cost SMOKERS kamikaze USV, moving from concept to sea trials in just six months 🇫🇷🚤💥
Reconciling multi-year defense programs with agile, rapid-cycle developments to keep pace with accelerating technology is a primary challenge for the DGA. Its objective is to deliver “sufficiently mature” products to French sailors quickly.
The SMOKERS family of loitering munitions, an acronym for “Scalable Maritime Operational Kamikaze System, Developed under Sovereign Control”, exemplifies this effort. Transitioning from initial concept to a product mature enough for recent French Navy exercises took just six months. This initiative draws directly from operational lessons learned in Ukraine and the Arabian Gulf.

NATO’s U.S.-led nuclear sharing relies on B-61 gravity nuclear bombs, designed in the 1960s to stop Soviet tank divisions sprinting from East Germany. They have become increasingly obsolete in a modern war—and pose a limited threat to the Russian homeland given advances in Russian air defenses.
France’s ASMP-A nuclear-tipped cruise missiles on Rafales, by contrast, are designed to strike Russia’s main cities and have a high chance of reaching their targets, creating an entirely different level of deterrence.
The very nature of French nuclear doctrine and its nuclear arsenal makes it in some ways more threatening to Russia, said Nicole Grajewski, an expert on Russia and nuclear affairs at Sciences Po university in Paris. “The B-61 bombs are not instruments for war fighting, they’re pretty much instruments of political assurance,” she said. “The French nuclear arsenal, by contrast, can reach Russia.” @NicoleGrajewski

Ukrainian drones reportedly struck Russia’s AVISMA titanium plant in Perm Krai, about 1,500 km from Ukraine, on 25 October.
The plant produces titanium alloys used in military aircraft, engines, missiles, and space technology. Russia’s regional governor reported five people injured in the attack.

Ukraine, not Russia, has held the initiative in key sectors of the frontline for much of the year. Ukrainian forces have decisively defeated the main Russian offensive intended to complete the seizure of Donetsk Oblast in 2026. Ukrainian forces operationally defeated the Russian northern pincer in the Lyman direction and defeated the Russian military command’s plan to conduct a wide encirclement of Ukraine’s Fortress Belt.
Ukraine’s Operation Vivaldi resulted in the liberation of around 277 square kilometers and 16 settlements north and northeast of Lyman over four phases that Ukrainian 3rd Army Corps Commander Brigadier General Andrii Biletskyi began announcing in September 2026, although the operation likely began around March 2026.

🇪🇺 OCCAR-managed Hypersonic Defence Interceptor (HYDEF) programme has successfully completed its first stage with the End-of-Project (EOP) milestone event.
According to an OCCAR statement, HYDEF achieved all planned objectives and exceeded initial expectations throughout this first stage, "delivering a mature and technically viable concept for a future European endo-atmospheric interceptor capability".
One of the programme’s most significant achievements was the successful maturation of all critical technologies to at least Technology Readiness Level (TRL) 3. In addition, several high-priority technologies advanced to TRL levels between 4 and 6 through testing in relevant environments, significantly reducing technological risks and providing a solid basis for future development. A comprehensive development roadmap has also been established with the objective of delivering a technological demonstrator at TRL 6 by 2030.
EU HYDEF programme is a joint European initiative to develop a next-generation endo-atmospheric interceptor capable of neutralizing highly maneuverable and hypersonic glide vehicles. The programme is funded with a total amount of €110 million, of which €100 million are co-funded by the EU European Defence Fund (EDF) and the other €10 million are funded by the five participating states: Belgium, Germany, Norway, Poland and Spain. 🇧🇪🇩🇪🇳🇴🇵🇱🇪🇸

🇪🇺 European Hypersonic Defence Interceptor (EU HYDEF) programme has completed its Preliminary Requirements Review (PRR), marking the final technical milestone of its first stage.
The successful completion of the PRR on August 26 marked the conclusion of the programme’s Feasibility Phase and the Early Maturation of Critical Technologies and Designs. During this phase, the selected concept was fully defined, including the technical solutions, development plans, physical and functional concepts, and the associated functional architecture.
According to OCCAR, all critical technologies within the Block 0 interceptor configuration have now achieved at least Technology Readiness Level (TRL) 3. The first stage of the programme will formally conclude with the End of Project Meeting, scheduled for 22 October 2026 in Madrid, Spain.
