Quebec is correct.
Alberta is not culturally distinct from the rest of Anglo-Canada in anyway. It's a province with an extremely recent history and half it's population was born outside the province, and that's not just the minorities.
Contrast that with Quebec something like ~8M Quebecois can trace their lineage back to <10,000 early French speaking settlers.
