Ok, in the simplest sense, you create a character and role play as them lol. Like It's not like regular GTA where you're just doing crimes and shooting everyone for points (when done right) The level of "seriousness" in RP varies from server to server but when done right you have a cast of character from civilians, to law enforcement, to criminals, all playing out individual sprawling storylines with each other
