By moving the cost of the standing charge on to the unit rate - has Andy Burnham actually just put up energy bills for the majority of Scots?
We are colder country & have to put the heating on more, the more gas we use, the higher price we pay!

On transit through London today I took 5 minutes out my schedule to make a couple of photographs before boarding a train towards Birmingham.
I like the match between the table colour and the subjects jacket.
