Em termos de vilão eu achava o Ozai mais fraco q o Amon, Unalaq, Zahee e Kuvira. Mas pensando aqui q a diferença deles é só a lore msm. Todos os 4 foram altamente atvs e tiveram êxito. E o Ozai se montava por uma posição de poder ditatorial e cruel.
