It's very easy to be a short-term pessimist on Israel/Palestine. But here are two big reasons for longer-term optimism. First, the daily advances in the integration of the Palestinians of East Jerusalem (95% of whom are not Israeli citizens) into the life of the city as a whole, in terms of where they work, study, shop, and live. Day by day, and despite any number of challenges, Jerusalem is proving that coexistence between Palestinians and Jews is definitely possible. And second, the way the more than two million Palestinian citizens of Israel have acted since October 7th, culminating in their massive vote on Tuesday. Again, big challenges remain, but the trend is undeniably positive. So what happens next week? I don't know. But is it possible to see a ray of light in the horizon? Absolutely.

לטובת אלה ששואלים מה טיבי, או הח"כים הערבים האחרים, עשו לטובת החברה בישראל: להלן רשימה חלקית של חוקים שחברי כנסת ערבים יזמו או היו שותפים לקידומם. כולם עברו בכנסת, וכולם נוגעים לחיי היומיום של אזרחי ישראל, יהודים וערבים כאחד. 1. פיצוי על ביטול או עיכוב טיסות (2012): אחמד טיבי היה היוזם המרכזי של חוק שירותי תעופה, המוכר כ"חוק טיבי". החוק מעניק לנוסעים זכאות לסיוע, להחזר כספי או לפיצוי במקרה של ביטול טיסה, עיכוב משמעותי או סירוב להעלותם לטיסה, בהתאם לנסיבות. 2. הסדרת מקצועות הבריאות (2008): אחמד טיבי יזם, יחד עם חברי כנסת ערבים נוספים, חוק המסדיר את העיסוק בפיזיותרפיה, ריפוי בעיסוק, קלינאות תקשורת ודיאטנות. החוק קובע דרישות הכשרה ורישוי שנועדו להבטיח את איכות הטיפול ולהגן על בריאות הציבור. 3. הגנה על עובדים מפני אפליה (2024): עאידה תומא סלימאן, אימאן ח'טיב יאסין וחברי כנסת נוספים יזמו תיקון לחוק שוויון ההזדמנויות בעבודה, שהאריך משלוש לחמש שנים את תקופת ההתיישנות בתביעות אפליה בעבודה. התיקון מרחיב בהתאם גם את תקופת ההתיישנות בתביעות מסוימות לפי חוק שוויון זכויות לאנשים עם מוגבלות. 4. מאבק באלימות במשפחה (2021): עאידה תומא סלימאן, איימן עודה ועופר כסיף יזמו תיקון לחוק למניעת אלימות במשפחה, המחייב, ככלל, בחינה של הפניית אנשים שהוצא נגדם צו הגנה לטיפול, ומאפשר לבית המשפט להורות על טיפול בהתאם לתנאים שנקבעו בחוק. המטרה היא לא רק להגן על נפגעי אלימות, אלא גם למנוע את הישנותה. 5. הארכת תקופת ההתיישנות בעבירות מין נגד קטינים (2026): עאידה תומא סלימאן ואחמד טיבי היו בין יוזמי החקיקה שעברה ביוני השנה, המאפשרת לנפגעי עבירות מין בילדותם פרק זמן ארוך יותר לפנות לרשויות ולדרוש צדק. בעבירות החמורות ביותר, ניתן במקרים מסוימים להעמיד לדין עד שהנפגע מגיע לגיל 49. 6. סיוע משפטי לנפגעות ולנפגעי עבירות מין (2024): עאידה תומא סלימאן הייתה שותפה לקידום חוק המרחיב את הסיוע המשפטי שמעניקה המדינה לנפגעי עבירות מין, לרבות סיוע כבר בשלבי החקירה ובהליכים אזרחיים מסוימים. הצעת החוק שלה מוזגה עם הצעת חוק ממשלתית שעברה בכנסת. 7. הקמת הרשות הלאומית למאבק בעוני (2025): עאידה תומא סלימאן, יוסף עטאונה וחברי כנסת נוספים, בשיתוף ח"כים מש"ס ומהעבודה, היו שותפים לחוק להקמת רשות לאומית שתתאם את המאבק בעוני בישראל, תגבש תוכניות ארוכות טווח ותפקח על יישומן. 8. הגנה על ילדים שאחד מהוריהם נרצח בידי ההורה השני (2024): עאידה תומא סלימאן ופנינה תמנו שטה קידמו חוק המגן על זכויות הילדים בדירת המשפחה. החוק מאפשר לילדים, בתנאים שנקבעו, להמשיך להתגורר בדירה או להחליט על השכרתה ללא הסכמת ההורה שהמית את בן זוגו. 9. איסור מכירת כרטיסי הגרלה והימורים לקטינים (2007): אחמד טיבי, בשיתוף חברי כנסת נוספים, קידם חוק האוסר מכירת כרטיסי הגרלה והימורים לבני פחות מ־18. החוק נועד להגן על ילדים ובני נוער מפני התמכרות להימורים. 10. הגנה על ילדים מפני סכנת חנק (2004): אחמד טיבי, מוחמד ברכה ועיסאם מח'ול יזמו חוק המחייב התקנת תקנות לסימון אזהרות בדבר סכנת חנק לילדים מתחת לגיל חמש על גבי אריזות פיצוחים ונקניקיות ובנקודות המכירה. בעקבותיו הותקנו תקנות המחייבות אזהרות בולטות על מוצרי מזון אלה. 11. החמרת הענישה על התעללות בבעלי חיים (2005): אחמד טיבי, מוחמד ברכה ועיסאם מח'ול יזמו תיקון לחוק צער בעלי חיים, שהחמיר משמעותית את העונשים על התעללות בבעלי חיים, לרבות הגדלת עונש המאסר המרבי לשלוש שנים. זו, כאמור, רשימה חלקית בלבד. היא אינה כוללת את מאות הדיונים בוועדות הכנסת, השאילתות, פעולות הפיקוח על הממשלה והמאבקים הציבוריים שחברי כנסת ערבים הובילו לאורך השנים. ויש עוד דבר שכדאי לשים לב אליו: רבים מהחוקים הללו קודמו בשיתוף פעולה עם חברי כנסת יהודים, מהקואליציה ומהאופוזיציה, לרבות ממפלגות ימין. כי כך אמורה לעבוד כנסת במדינה דמוקרטית. אפשר לחלוק על עמדותיהם המדיניות של טיבי ושל חברי הכנסת הערבים האחרים. אפשר לבקר אותם, כפי שאפשר וצריך לבקר כל נבחר ציבור. אבל הטענה שהם לא עשו דבר לטובת החברה הישראלית פשוט אינה נכונה. היא עומדת בסתירה לעובדות המתועדות בספר החוקים של מדינת ישראל. העובדות האלה לא משתנות בגלל מוצאם של מי שיזמו את החוקים.

Very important news out of Jerusalem this week. Bear with me. Out of a million people who live in Jerusalem, close to 60% are Jewish and 40% Palestinian. Of the Palestinians, only 5% are Israeli citizens who can vote in national elections, but *all* Palestinians can vote for mayor. Up until now, Palestinians - both citizens and not - tended to boycott all elections, essentially barring themselves from having a strong voice in the city’s government. But this year the dam was broken. The citizens voted on Tuesday in big numbers. If this trend holds in the next municipal election, and those 40% vote, their impact will be massive. Onward!

יש סיכוי לא רע שכשספרי ההיסטוריה יכתבו הם יציינו את הבחירות אתמול כנקודת תפנית בחיי ישראל/פלסטין. אבל זו לא התפנית שאתם חושבים. הדבר החשוב באמת שקרה אתמול התרחש במזרח ירושלים - כ- 10,000 בוחרים יצאו להצביע (פי 5 מבחירות קודמות). הכי חשוב הוא שאף אחד לא ביקש מהם לצאת, המפלגות הערביות בכלל לא עשו קמפיין במזרח ירושלים - זו הייתה תנועה עממית, משפחתית, שכונתית. בניגוד לעבר בקלפיות לא חיכו להם פעילי פתח לצלם או לעלוב בהם. גם בקושי היו קריאות ברשתות החברתיות לחרם. אתמול איש כבר לא התבייש בהחלטה שלו להצביע. המשימה של סילוק בן גביר מהשלטון הכשירה את כל האמצעים. כל מי שדיברתי איתו היום ממזרח ירושלים אמר לי שמשמעות ההצבעה אתמול היא שבירת החרם הפלסטיני על הבחירות. מה שאומר שיש סיכוי טוב שבעוד שנתיים, הפלסטינים בעיר, אם יהיו מאוחדים ונחושים יוכלו לקבוע את זהות ראש העיר. (תזכורת: בניגוד לבחירות הארציות, בהן יש רק למיעוט קטן מאוכל' מזרח העיר זכות הצבעה, בבחירות המקומיות יש לכולם זכות הצבעה. כשאני אומר כולם אני מדבר על על 40% מתושבי ירושלים). לאורך השנים השחתתי מקלדות רבות על ההשתלבות של הפלסטינים בירושלים בחברה הישראלית - מהמעבר לבגרות ישראלית בבתי הספר, דרך האוניברסיטה, השתלבות בשוק העבודה (מאבטחים, למשל), יציאת נשים לעבודה ועוד. השינוי הזה נולד בגלל חומת ההפרדה והואץ בשל הקיפאון המדיני. התהליך הזה לא נעצר ב-7.10, להיפך. בן גביר באכזריותו, האיץ אותו וסייע בשבירת החומה האחרונה - החרם על הבחירות. אם זה אכן יקרה (ועדיין יש כוחות לא חלשים בחברה הפלסטינית שיתנגדו להשתתפות בבחירות המוניציפליות) זה יהיה צעד גדול קדימה לעבר עתיד של שותפות פוליטית בין הירדן לים. לאן נלך משם? אין לי מושג, אבל כל דבר עדיף על המציאות הנוכחית. כתבה: haaretz.co.il/news/elections…

On this day—October 28, 1917 31 years before the modern State of Israel and months before even Balfour, The Sun reported “Terror in Palestine”: 300 Jews deported from Jerusalem, 8,000 Jaffa Jews evicted with houses looted, two Yemeni Jews hanged at the entrance to Tel Aviv. Ottoman governor Jamal Pasha ordered the mass expulsion of the Jews of Jaffa and Tel Aviv. Thousands were expelled with little or nothing. Many died from exposure, disease, and starvation. Properties were looted. Witnesses described hangings and bodies left in the dunes. There was no “occupation,” no “settlements,” no Netanyahu, not even a State of Israel. Still, Jews in the Land were driven from their homes and killed. So what's the conflict really about?
