Ralsei is a MAN his pronouns is always HE/HIM and never even they/them. If Toby wanted to make it trans or genderfluid, he would have done it directly in both localizations. In Japanese, Ralsei is always a man with the pronouns he/him, even in that "dark vine" dialogue, he's a GUY.
