The waterproof pool liner failed because it could not adhere to the concrete which was ALREADY waterproofed with an admixture in th renovation under the Obama Administration. It was UNNECESSARY to put a waterproof liner on top of waterproofed concrete. It also could not adhere. That's why the plastic liner delaminated, not because vandals peeled it up.
