I've written a recap on the @InfillCouncil state housing law panel here, with a special emphasis on a new bill that just passed the CA Legislature this week that will make it easier to build starter homes: SB1116 (2/2)

I went to the California Infill Summit last week in Los Angeles, put on by @InfillCouncil. One of the more interesting parts of the talk with the panel on California infill legislation that covered what is working and what isn't in state housing law... 1/2

Thank you for convening this important event. Proud to participate. We need to do everything we can to translate policy victories into results (i.e. more housing)
#CAInfillSummit is in the books! Thanks to all of our speakers, sponsors, and guests for joining us for this amazing discussion & gathering.
We'll post some recaps in the coming weeks!
Some photos here in the meantime.

The biggest news at this #CAInfillSummit is that LADWP is going to reduce the size of staging areas needed for transformers

If you want to get housing built in California, stop what you’re doing and grab tickets for the 8/19–8/20 @InfillCouncil California Infill Summit in DTLA before they sell out.

Eat, drink and hang with the builders, lenders and agencies making real change:
• Leo Pustilnikov — probably the #1 Builders Remedy user in the state
• Genesis LA — financing small for-sale deals no one else can underwrite
• Utility reps who are actually delivering power (and putting LADWP to shame)
Reception + Infill Idea Slam on the 19th, full day of panels on the 20th at the LA Athletic Club.
Tickets won’t last. Sign up now.

Couldn’t agree more with @CSElmendorf: being pro-housing and pro-urban quality of life go hand-in-hand.
This is why the @InfillCouncil regularly partners with groups like the Independent Hospitality Coalition and fights hard for things like by-right sidewalk dining.

How do steep transfer taxes like L.A.'s Measure ULA and Santa Monica's Measure GS kill permitting?
Look at Santa Monica.
2023: 593 units permitted
2024: 30 units permitted (95% drop)
Poorly designed transfer taxes kill housing.

How are transfer taxes impact housing production in other cities? Guess what year San Francisco implemented it's "mansion tax?"

LA’s Measure ULA passed with good intentions: tax high-value property sales to help low-income renters.
But the early evidence is sobering: transactions have collapsed, revenues have fallen far short, and housing projects are harder to build.

Ack! City of L.A. wants to put parking mandates BACK into the draft Al Fresco ordinance. The @InfillCouncil is urging them to rethink this and allow outdoor dining without car/human conflicts.

Our 2 major housing bills — SB 4 (faith-based housing) & SB 423 (extending SB 35 streamlining) — both passed Senate Appropriations Committee & will be on Senate floor soon.
These bills will be highly impactful in helping CA address our severe housing shortage. Thanks colleagues!
