Tous les derniers anciens Premiers Ministres ont détourné l'argent du service de renseignement de la police nationale d'Haïti lorsqu'ils étaient en fonction en tant que chefs du CSPN. On peut citer en exemple : Emmelie Prophète Milcé ainsi que plusieurs de ses prédécesseurs au Ministère de la Justice.
De plus, les anciens ministres de l'Intérieur y compris Litz QUITEL, de Moïse Jean Charles ont également détourné 15 000 000 de gourdes chaque mois destinés au service de renseignement pour la sécurité du Pays. C'est ce qu'a révélé Jean Philippe VIXAMAR, ancien Vice-Président du Conseil d'Administration de la BNC et même de l'équipe du Premier ministre Garry Conille.
