Please make congressional technical understanding great again
Excited to share this updated primer on the Office of Technology Assessment (OTA) with @danielschuman. With new economic/cyber/bio/and other policy challenges arising from AI, now would be a great time to invest in greater science and tech capacity in Congress. cc @SpeakerJohnson @hakeemjeffries

That's a great question -- @ZacharyGraves and I have written at length on OTA. But, if you just want a short primer, we got you covered. thefai.org/posts/one-pager-o…

@chrisharig99 and @GovindPimpale argue that the new US-China Super Intelligence hotline is a major step forward, and outline how clear risk frameworks, technical expertise, and durable communication channels can ensure its success. Policy Gradients piece linked below.

Incredible news from @TheNuclearCo. 6.6 GW of big nukes. Outstanding. Last year, I interviewed @TheNuclearJoe, TNC's Chief Nuclear Officer about his experience at Vogtle and building fleet-scale nuclear: nuclearbarbarians.com/p/no-s… This year, I interviewed @TheNuclearCo's founder, @JonathanWebbKY, about TNC's vision: nuclearbarbarians.com/p/the-… On a personal note, this announcement made me brim with brotherly pride. @energybants, TNC's Chief of Staff, is a dear friend. Watching him realize a dream he's had for the decade I've known him fills me with hope and admiration.

Appreciate the opportunity last week to join the Ecosystem for Research Networking quantum webinar series to speak on the future of research computing, why a heterogeneous computing substrate is emerging as quantum computing continues to mature, and what this all means for computation-driven discovery. Grateful to @gforough for the invitation, and all the attendees for their great questions! Link to event page in next post.

"Every facet of the federal government, and even a lot of state governments, will benefit from hiring scientists into policy support roles directly instead of interfacing to them through third parties."
I met with @JoinFAI's newest Non-Resident Senior Fellow @jachiam0 in Berkley last week to discuss the idea of an Acceleration Emergency, mapping the frontier of scientific discovery, and federal jobs guarantees. You can read the highlights of our conversation below.

I really enjoyed this conversation with Geneva! Many interesting things to think about for what the next couple of decades will contain.

Just before Halloween, we're teaming up with @AspenInstitute to host a debate on the haunted question of AI consciousness. On the evening of 10/29 in DC, come see @hamandcheese and @aaronsibarium duke it out over whether there's really a ghost in the machine.

FAI @efarrellgregory breaks down China's new AI export controls: “The Chinese Ministry of Commerce put together this long list of a range of different AI technologies, well beyond models, some hardware stuff, some infrastructure stuff. It’s basically a tool that could allow them to halt the export of certain AI technology abroad." "Serving a model on foreign servers, exporting weights, could all count as exports. There’s nothing immediate. It’s in the notice and comment period until mid-November." "The Chinese party has a lot of latitude, in non-public ways, to correct how the models are being used. You’ve seen the cyberspace admin in China issue specific corrections to specific companies for specific actions." "The default is default approval for models. There’s no kind of ban right now. The fact that it’s export controls indicates more of a concern about hosting models abroad, about foreign usage, more so than what they’re doing domestically." @JoinFAI

FAI @efarrellgregory argues the Bay Area's rationalist worldview on AI is a historical accident that China doesn't share: "I don’t think people in San Francisco appreciate how contingent and how distinct the language they’re using, the expectations they have, is from what’s going on in China." "A lot of American expectations, which end up shaping the behavior of people at labs, perhaps people in government, are highly contingent on different historical things here." "The prevalence of rationalism in the Bay Area, that’s not a given thing. That way of thinking ends up influencing a lot of people at labs, and there’s not that same tradition of rationalism within China." "I don’t think they’re talking too much about paperclip maxing in China. There is a shared vocabulary that is very easy to reference over here that is just not shared in China." @JoinFAI

It’s been exciting to see many governors and state financial officers signing onto @VP’s anti-fraud pledge. As @DanLips wrote for @CityJournal this summer, partnering with @USTreasury to use Do Not Pay would be a great first step for states to take. city-journal.org/article/do-…
