In Az during Covid, Governor Ducey put people under Enhanced Surveillance if you refused the death shot or if deemed a threat.

Yes they can burn people. The only difference between ionizing and non-ionizing radiation is the wave length. I've had both. From cell towers. The one on the left happened while I was driving, talking on my phone. – at Baker City, OR
