1. governance approval.
2. verified deliverables.
3. correct payment recipient.
it also supports milestone-based escrow, spending limits for AI agents, and a 48-hour cooldown for payee changes.
with this, ai can evaluate deliverables, but it cannot independently authorize fund releases.
