It has been nearly three weeks since the headless body of Rwandan dissident Robert Kabera was found in Uganda. Local police have neither recovered the rest of Kabera's remains nor made arrests, raising suspicion of transnational repression by the Kagame regime. HRF condemns the gruesome killing and calls for a credible international investigation.

JUST IN : Security forces have arrested retired Lt Gen Peter Elwelu in Soroti City following a manhunt, the UPDF has confirmed.
Announcing the arrest on Monday evening, Col. Chris Magezi said Elwelu had been on the run over alleged involvement in subversive activities to destabilise the Teso sub-region.
