@bentleydonb another small point. Voice over WiFi was still very limited in availability in 2011 Verizon and ATT didn’t have it in the US. So finding it in rural Afghanistan is a long shot for sure.

And if a call was possible via Voice over WiFi, then you immediately lose the ability to trace that call based on cell tracking. Because the call is no longer running on the cell network. It’s now just another set of packets on the internet effectively.
